About The Position

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Eligibility Appeals Supervisor in the Appeals Division. This role involves motivating and managing a team of hearing officers to process and adjudicate client eligibility appeals, directing team activities, and providing hands-on support to manage workload and ensure quality output. The supervisor may occasionally serve as a hearing officer, ensure team members are trained and growing in their skills, and support a culture of teamwork and high expectations. Collaboration with the Appeals Hearing and Decision Manager and other leaders is key to ensuring continuity of operations and continuous improvement of processes and procedures. The role emphasizes providing excellent customer service, ensuring due process for all appellants, supporting a collaborative and positive work environment, and producing a quality work product. The position has in-office requirements, including attending in-person hearings, meetings, training, and occasional conferences. Requirements

  • Considerable experience independently leading a team to meet established time frames.
  • Considerable work-related experience applying rules to facts to reach logical, legally supportable conclusions.
  • Considerable knowledge of administrative law and / or appeals procedures.
  • Considerable knowledge of legal research methodologies, including computerized legal research.
  • Considerable experience with technology, including MS Office.
  • Considerable experience interpreting, applying, and analyzing federal and state complex laws, regulations, policies, or case law.
  • Considerable experience in managing competing priorities and meeting deadlines.
  • Considerable experience with internal and external stakeholders.
  • Considerable experience in legal analysis and legal writing.

Nice To Haves

  • Admission to the Virginia State Bar in good standing.
  • Experience drafting appeal decisions.

Responsibilities

  • Motivate and manage a team of hearing officers within the Appeals Division to process and adjudicate client eligibility appeals.
  • Direct the activities of the team, while providing hands on support to manage the team’s workload and ensure quality output.
  • Occasionally serve as a hearing officer to review and adjudicate client eligibility appeals.
  • Ensure team members are trained and continuously growing in their skills.
  • Support the sustainment of a culture of teamwork and high expectations for employees.
  • Work collaboratively with the Appeals Hearing and Decision Manager and other leaders in the Appeals Division to ensure continuity of operations and continuously improve processes and procedures.
  • Provide excellent customer service, treating everyone who interacts with the Division with respect and dignity; ensure every appellant receives full due process; support a collaborative and positive work environment; and produce a quality work product.
