About The Position

This examination is being given to fill one vacancy in the Human Services Agency and to establish an eligible list to fill future vacancies. Resumes will not be accepted in lieu of an application. Requirements

  • EITHER PATTERN I Experience: Three years experience equivalent to an Eligibility Worker II in San Joaquin County service. This experience must have been in a California county public assistance program within the last five years.
  • OR PATTERN II Experience: One year experience equivalent to an Eligibility Worker III in San Joaquin County service. This experience must have been in a California county public assistance program within the last five years.
  • Possession of a valid California driver’s license if required by the nature of the assignment.
  • Knowledge of laws, rules, and regulations governing the administration of public assistance programs; departmental and County policies and procedures; principles and practices of supervision and training; standard office practices and procedures; personal computer systems and general office computer software; customer service principles and practices; techniques for interviewing and gathering information from a diverse population; language mechanics; correspondence and report formats; arithmetical operations related to calculating program assistance; community resources; conducting investigations of applicants or recipients of public assistance; instructional methods and techniques; case management and recordkeeping principles and practices.
  • Ability to plan, direct, assign, evaluate and supervise the work of others; evaluate and make appropriate recommendations or corrections on cases; work accurately; follow oral and written instructions; make decisions under pressure; meet deadlines; analyze and evaluate situations accurately; determine appropriate course of action in emergency or stressful situations; make referrals to other resources; identify and report potential fraudulent situations; evaluate and interpret information from a wide variety of sources; operate computers and related software and apply computer applications to departmental functions; accurately enter data into computerized system; accurately perform basic arithmetical operations; read, understand, interpret and apply complex federal, state and County public assistance laws, regulations, guidelines, and other information; establish and maintain effective working relationships with others; communicate effectively with others, both orally and in writing, with staff, the general public, and with culturally diverse or economically disadvantaged clients; maintain records and documents.

Responsibilities

  • Supervises, plans, assigns, and evaluates the work of staff determining eligibility of applicants and recipients for public assistance; may supervise, assign and evaluate clerical staff; advises and trains staff in current rules, regulations, policies and automated systems; confers with staff regarding more difficult eligibility issues; resolves problems and issues, as required.
  • Reviews the quantity and quality of work and authorizes actions performed by staff to ensure work is completed timely and accurately in accordance with federal, state and County rules, regulations and policies.
  • Monitors and maintains work performance of staff; ensures the quality of work is completed within established standards and policies.
  • Conducts group or individual meetings with subordinate staff to review and/or interpret departmental rules, regulations and policies; attends and participates in meetings and training programs; maintains knowledge of current policies, procedures, regulations, departmental organization, and community resources; communicates policy and regulation changes to staff.
  • Coordinates the activities of professional and technical staff with other supervisors for caseload management and meeting timelines; interacts with staff to resolve issues; provides coverage as needed.
  • Prepares cases and represents the department during hearings; attends meetings, workshops and conferences.
  • Interviews complainants, resolves issues and makes adjustments as necessary.
  • Prepares and maintains correspondence and reports related to unit activity and other matters.
  • May assist staff with mandatory reporting requirements.
  • Participates in studies or research projects, as assigned.

  • Merit Salary Increase: Eligible for merit increase to the next step after serving 52 weeks on each step.

  • Parking Supplemental Downtown Stockton: County contributes up to $20 per pay period for parking in the Downtown Core Area.
  • School Activities: Up to 40 hours per year, not more than 8 hours per month, to participate in children's school activities.
