About The Position

San Mateo County Health is seeking well-qualified individuals for the position of Electronic Health Record Analyst I/II — Behavioral Health and Recovery Services (BHRS). This role involves configuring, building, and maintaining Epic applications for BHRS programs, providing direct application support and user training for the EHR system, and maintaining behavioral health-specific application configurations and security. The position supports the design, development, implementation, testing, updates, integrations, and maintenance of system configuration, determining user, system, and application needs, and evaluating solutions. It also involves providing data analysis and technical assistance to system users. The role serves as a bridge between BHRS clinical and operational leaders, recovery-focused program staff, and the Health IT division, translating behavioral health care delivery workflows into EHR configuration and ensuring Epic supports the unique demands of a county behavioral health system. There is one regular vacancy in the Health IT Division located in South San Francisco or San Mateo, CA, requiring travel throughout the county. This position is currently hybrid, with both on-site and remote work based on business need and subject to change.

Requirements

  • Epic certification in EpicCare Ambulatory is required at hire.
  • Two years of information technology support experience in a healthcare operation setting.
  • At least six months of Epic user support experience.
  • Maintain Epic training credentials through Epic’s Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges.
  • Knowledge of Electronic health record systems, specifically Epic software applications.
  • Knowledge of Design, implementation, testing, updating, maintenance, evaluation, and analysis of system configuration, system setup, and application tables.
  • Knowledge of Clinical applications and regulatory standards, a wide range of application functionality, content, and associated workflows.
  • Knowledge of Customer service principles.

Nice To Haves

  • Epic Behavioral Health proficiency strongly preferred.
  • Hands-on configuration experience in a live production environment.
  • Direct experience configuring and supporting behavioral health build in Epic, preferably in a county, behavioral health department, community mental health center, or substance use disorder treatment program.
  • Working knowledge of behavioral health regulatory requirements, including 42 CFR Part 2 confidentiality protections, and related state and federal mandates.
  • Experience working directly with operational leaders and program managers in a behavioral health environment, with the ability to understand clinical priorities and translate them into system requirements.
  • Working knowledge of billing, charge capture, and revenue cycle workflows as they relate to behavioral health EHR configuration.

  • Experience in lifecycle management from project initiation through implementation, training, and ongoing troubleshooting.

  • Experience providing consultation services to customers/end-users, with the ability to document business and technical problems, and identify requirements for both technical and non-technical audiences.

Responsibilities

  • Serve as the primary EHR liaison for assigned BHRS programs, including outpatient mental health clinics, substance use disorder treatment programs, crisis services, and community-based recovery support teams.
  • Collect, analyze, and document clinical business operations and workflows unique to behavioral health settings, including intake and assessment processes, treatment planning, group therapy documentation, and recovery-oriented care models.
  • Meet with clinic and program operational leaders, program managers, and clinical supervisors to assess EHR requests, translating operational and clinical needs into clear technical requirements.
  • Configure and maintain Epic features, including screening tools, note templates, outcome measures, referral workflows, and clinical decision support tools tailored to behavioral health populations.
  • Support compliance with behavioral health regulatory and documentation standards, and applicable federal regulations such as 42 CFR Part 2 for substance use treatment confidentiality.
  • Support charge capture workflows for ambulatory behavioral health encounters, ensuring accurate documentation and billing configuration within Epic.
  • Identify, analyze, and recommend improvements and enhancements to operational processes, system automation, and information flows to ensure greater integration of functions within BHRS programs.
  • Serve as the first point of contact for BHRS staff, including clinical, administrative, and operational users, and vendors on EHR-related issues; troubleshoot problems and respond to inquiries.
  • Perform a variety of analytical duties in the design, implementation, and maintenance of EHR information systems or applications.
  • Implement testing requirements and processes; facilitate end-user and hardware testing; and maintain test environments.
  • Participate in the evaluation of new module releases, test new modules, and system upgrades with attention to behavioral health-specific impacts.
  • Interact with end users and vendors on project design issues and work to resolve vendor production support issues.
  • Respond to customer/user questions and concerns and recommend solutions as needed.
  • Provide on-site support during go-lives and system upgrades at BHRS clinic and program sites.
  • Keep trainers and end users abreast of new functionality and system changes affecting clinic and program operations.
  • Analyze data conversion needs.
  • Ensure test scripts have been created, reviewed, and updated to reflect proposed workflow solutions.
  • Troubleshoot basic user or system problems, address end-user questions, and at the II level, provide on-call support on a rotating basis.
  • Analyze new functionality in new releases to identify impact, make recommendations, and review and test changes.
  • Participate in disaster recovery measures.
  • Ensure quality assurance processes are followed, including change management and testing efforts.
