About The Position

The San Mateo County Probation Department is seeking a skilled Management Analyst to provide high-level operational analysis, data management, and program oversight. This position serves as a strategic link between data and executive decision-making, helping to drive departmental efficiency, ensure regulatory compliance, and measure the success of programs across Adult, Juvenile, and Institution services. The Probation Department's mission is to enhance community safety, reduce crime, and assist the victims of crime through offender accountability and rehabilitation, striving to be a proactive and innovative agency that facilitates positive changes in offenders' behaviors to reduce recidivism and foster a law-abiding lifestyle.

Requirements

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.
  • At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.
  • Knowledge of project and/or program management, analytical processes, and report preparation techniques.
  • Knowledge of organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
  • Knowledge of research and reporting methods, techniques, and procedures.
  • Knowledge of modern office practices, methods, and computer equipment and applications related to the work, such as MS Office and Adobe Suites.
  • Knowledge of English usage, grammar, spelling, vocabulary, and punctuation.
  • Knowledge of applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility.
  • Knowledge of principles and practices of public administration as applied to operational units and program administration.

Responsibilities

  • Perform complex analysis of caseloads and workload distributions to identify trends and operational needs.
  • Develop and maintain public-facing data dashboards to promote transparency and accountability.
  • Collaborate with external evaluators to assess the effectiveness of grant-funded programs and services.
  • Monitor program outcomes to ensure they meet goals.
  • Assist executive leadership in the oversight of performance measures.
  • Develop and manage program budgets, grant funds disbursement; ensure that grant awards stay within funding limits.
  • Track and monitor the department’s adopted budget and prepare periodic budget reviews for submission to County departments, administration, and the Board of Supervisors.
  • Formulate and prepare budget completion schedules, calendars, and deadlines, and ensure timely completion of budget deliverables.
  • Manage the full lifecycle of contracts with community-based organizations, including writing requests for proposals (RFPs), monitoring compliance, and processing invoices.
  • Prepare and submit mandatory reports to state agencies to ensure compliance with funding requirements and legal mandates.
  • Coordinate data collection for annual surveys and legislative requests.
  • Assist in the development of long-term departmental goals, system improvement plans, and annual reports.
  • Represent the department in inter-agency meetings with county partners, community stakeholders, and governing councils to coordinate services and policy implementation.
  • Coordinate with partner agencies to manage administrative claiming and reimbursement processes for state and federal funding streams.
