Electromagnetic Spectrum Manager

ECS Federal•Alexandria, VA

About The Position

Everforth ECS Federal is seeking an Electromagnetic Spectrum Manager to support a Department of War customer in the National Capital Region. The role plans and coordinates spectrum support for experimentation, assessment, and rapid fielding events in support of Service and combatant commander requirements. It translates equipment operating requirements and event plans into coordinated spectrum requests, identifies frequency conflicts, and communicates constraints that could affect execution. The manager coordinates frequency allocation and deconfliction with the National Telecommunications and Information Administration (NTIA), Federal Communications Commission (FCC), Service spectrum offices, and combatant command staffs. The position oversees required submissions, assesses the spectrum footprint of new and emerging counter-unmanned systems, and provides on-site frequency assessment and deconfliction as needed. This is a fast-moving headquarters environment in which systems, requirements, and event schedules continue to evolve. The role requires a spectrum professional who takes initiative, maintains accurate technical records, and explains spectrum limitations and coordination requirements to technical teams and military and civilian leadership. On-site support and travel may be required for experimentation, assessment, or fielding activities.

Requirements

  • Must be a US Citizen.
  • Active DoD TS/SCI clearance.
  • Must have a bachelor’s degree; relevant experience and certifications may be considered in lieu of degree requirements.
  • Experience serving as an electromagnetic spectrum manager.
  • SPECTRUM XXI training.
  • Familiarity with DD Form 1494 and the associated J/F-12 spectrum certification process.
  • Ability to evaluate equipment spectrum requirements, identify potential frequency conflicts, and coordinate deconfliction across participating organizations.
  • Ability to review technical operating characteristics and organize accurate spectrum requests, supporting documentation, and coordination records.
  • Ability to coordinate with government spectrum offices, supported units, and vendors, and explain spectrum constraints in terms of their operational impact.
  • Demonstrated initiative, strong written and verbal communication skills, and the ability to organize and execute work with minimal supervision in an evolving environment.
  • Ability to provide on-site support and travel when required for experimentation, assessment, or fielding activities.

Responsibilities

  • Plan and coordinate electromagnetic spectrum support for experimentation, assessment, and rapid fielding events, aligning spectrum requirements with participating systems and event schedules.
  • Coordinate frequency allocation and deconfliction with NTIA, FCC, Service spectrum offices, and combatant command staffs through appropriate government channels.
  • Oversee preparation, submission, and tracking of DD Form 1494 and associated J/F-12 spectrum certification documentation.
  • Collect and review equipment operating characteristics from vendors and technical teams, resolving missing or inconsistent information needed for spectrum submissions.
  • Assess the spectrum footprint and usage of new and emerging counter-unmanned systems, identifying potential conflicts with other equipment and existing frequency use.
  • Use SPECTRUM XXI spectrum management software to support frequency planning, coordination, and tracking of spectrum actions.
  • Review spectrum requests and coordination status against event requirements, identifying unresolved actions and constraints that could affect experimentation or fielding.
  • Provide on-site frequency assessment and deconfliction when required, coordinating with participating organizations to identify interference concerns and recommend corrective actions.
  • Maintain spectrum plans, submission records, coordination decisions, and operating constraints so technical teams understand the conditions governing equipment use.
  • Brief spectrum readiness, unresolved conflicts, and recommended actions to government leads, and capture lessons learned for follow-on events.
