Electrical Quality Engineer

McCarl's Technical Services•Pittsburgh, PA

About The Position

The Electrical Quality Engineer is the project quality representative responsible for planning, coordinating, inspecting, testing, documenting, and verifying electrical, instrumentation, and control work on construction projects. The role ensures installations meet contract requirements, client specifications, issued-for-construction drawings, approved submittals, applicable codes and standards, manufacturer requirements, and McCarl's Quality Management System. It supports quality assurance and control, commissioning readiness, systemization, turnover, and final acceptance for power distribution, grounding and bonding, raceway, cable, lighting, heat tracing, motors, switchgear, transformers, motor control centers, protective relaying, instrumentation, controls, communications, and associated systems. The engineer works closely with quality management, project management, engineering, construction, commissioning, clients, subcontractors, vendors, testing agencies, and authorities having jurisdiction. The position may be based at the Beaver Falls, Warrendale, or McMurray office locations, and requires the ability to support extended shifts, nights, weekends, outages, energization windows, travel, or temporary relocation, as well as work safely in active industrial construction environments.

Requirements

  • Five or more years of progressive electrical quality, inspection, testing, commissioning, electrical construction, or field engineering experience in power generation, utilities, heavy industrial, petrochemical, manufacturing, data center, or comparable projects.
  • Experience with electrical construction quality from receiving and installation through testing, energization, system completion, and turnover.
  • Working knowledge of applicable NFPA 70 (National Electrical Code), NFPA 70E, IEEE, NETA, ANSI, NEMA, UL, ISA, OSHA, and project or client requirements.
  • Knowledge of power distribution and control systems, including transformers, switchgear, circuit breakers, motor control centers, panelboards, protective relays, grounding and bonding, raceway, cables, motors, VFDs, UPS systems, batteries, instrumentation, PLC or DCS interfaces, and communications systems.
  • Experience with electrical testing and commissioning documentation, including insulation resistance, continuity, phasing, grounding, transformer, breaker, relay, battery, loop, and functional testing.
  • Ability to read and interpret electrical and instrumentation drawings and documents, including one-line and three-line diagrams, schematics, wiring and elementary diagrams, panel and cable schedules, conduit and tray layouts, grounding plans, loop diagrams, P&IDs, specifications, submittals, and vendor drawings.
  • Ability to distinguish design, code, manufacturer, contractual, and recommended-practice requirements and escalate conflicts for formal resolution.
  • Strong field judgment, inspection, auditing, root-cause analysis, documentation, problem-solving, communication, organization, data analysis, and presentation skills.
  • Proficiency with Microsoft 365 and construction-document tools such as Bluebeam and Navisworks.
  • Ability to work independently in a fast-paced construction environment and coordinate effectively with craft personnel, supervisors, engineers, vendors, testing technicians, commissioning personnel, clients, and third parties.
  • Ability to support extended shifts, nights, weekends, outages, energization windows, travel, or temporary relocation and to work safely in active industrial construction environments, including climbing, walking on uneven surfaces, and wearing required PPE.
  • A bachelor's degree in Electrical Engineering, Electrical Engineering Technology, Construction Management, Quality, or a related technical field is preferred. An associate degree, electrical apprenticeship, master or journeyman electrician background, or extensive relevant field experience may be considered as an equivalent combination.

Nice To Haves

  • NETA Level II or higher, NICET Electrical Power Testing, ISA Certified Control Systems Technician, ICC Electrical Inspector, NFPA Certified Electrical Safety Compliance Professional, or equivalent certification; the employer is willing to train.
  • Experience with Procore, Autodesk Construction Cloud, ETAP, SKM PowerTools, Hexagon Smart Completions, GoTechnology/GoCompletions, or equivalent systems.
  • Bachelor's degree in Electrical Engineering, Electrical Engineering Technology, Construction Management, Quality, or a related technical field.

Responsibilities

  • Review contracts, client specifications, IFC drawings, equipment data, approved submittals, vendor instructions, and codes to identify inspection, testing, documentation, and acceptance requirements.
  • Develop and maintain electrical and I&C Inspection and Test Plans, inspection forms, checklists, testing matrices, turnover indices, quality procedures, and system or subsystem record requirements.
  • Integrate quality activities into work packages, procurement, construction sequencing, energization and commissioning plans, system boundaries, turnover milestones, and project schedules.
  • Conduct pre-installation and quality kickoff meetings, field surveillances, audits, and inspection-, test-, and turnover-readiness reviews.
  • Coordinate inspections and tests with construction, engineering, commissioning, clients, vendors, testing agencies, subcontractors, and authorities having jurisdiction.
  • Verify receiving inspection, equipment identification and ratings, certifications, condition, approved submittals, storage, preservation, environmental controls, and manufacturer requirements.
  • Confirm current approved drawings, specifications, procedures, test forms, equipment data, and vendor instructions are available and followed at the worksite.
  • Inspect or coordinate inspection of electrical equipment and packaged-equipment interfaces, including substations, transformers, switchgear, breakers, motor control centers, generators, UPS systems, batteries, VFDs, and motors.
  • Verify raceway and cable-tray installation, cable and conductor routing and installation, grounding and bonding, lighting, auxiliary electrical systems, and instrumentation and control installations.
  • Coordinate and review electrical testing, including insulation resistance, continuity, phasing, ground resistance, transformer and breaker tests, relay testing, battery testing, and functional checks.
  • Verify test equipment identification, calibration, traceability, suitability, and proper use; review test reports for completeness and compliance with acceptance criteria.
  • Review protective relay and trip-unit settings, CT and PT ratios and polarity, interlocks, control logic, alarms, permissives, and trip functions against approved engineering documents.
  • Support factory and site acceptance tests, vendor inspections, pre-functional checks, loop checks, motor bump tests, functional performance tests, commissioning, and energization readiness.
  • Lead or support walkdowns and punch-list development; verify deficiencies are corrected and reinspected before concealment, testing, energization, or turnover.
  • Track inspection and testing status by system and subsystem and link records to equipment tags, cable and circuit identifiers, drawings, loops, test packages, and turnover packages.
  • Compile and review turnover documentation, including material records, inspection and test reports, calibration certificates, cable-pull and termination records, relay reports, check sheets, loop folders, redlines, as-builts, NCR dispositions, and certificates of conformance.
  • Identify and document nonconforming materials or work; coordinate segregation, evaluation, disposition, repair or replacement, reinspection, closure, and required approvals.
  • Perform or support root-cause analysis and corrective action for recurring defects, failed tests, equipment damage, documentation gaps, and commissioning issues; verify corrective-action effectiveness.
  • Monitor and report quality metrics, including inspection completion, first-pass acceptance, test failures, punch-list and NCR aging, testing progress, calibration compliance, turnover readiness, rework, and defect trends.
  • Provide technical guidance and quality training to supervisors, craft personnel, subcontractors, and inspectors.
  • Stop or suspend work that may create nonconforming installations, damage equipment, compromise traceability, bypass required inspection, or create unacceptable testing or energization risk.
  • Perform other duties assigned by the Project Quality Manager, Quality Control Manager, Director of Quality, Project Manager, or Site Manager, consistent with the position.
