About The Position

Performs difficult technical and administrative work directing the registration, voting and election activities for the County. Work is performed under the general supervision of the Warren County Board of Elections and approved by the State Board. Supervision is exercised over office staff, precinct election officials and any vendors that may be working with CBE staff during an election cycle.

Requirements

  • Thorough knowledge of Federal, State and local citizenship and voting registration laws and regulations
  • Thorough knowledge of registration and voting procedures and of the maintenance and protection of voting registration lists and records
  • Thorough knowledge of standard office practices, procedures and equipment
  • Ability to solve problems within scope of responsibility
  • Ability to establish and maintain effective working relationships with the Board of Elections, County officials, associates and the general public
  • Ability to plan, train and supervise the work of others
  • Possession of a valid North Carolina driver’s license.
  • Possession of NC Elections Administrator certification and federal CERA Certification and NC Notary certification.

Responsibilities

  • Planning, directing, coordinating and supervising the elections process and staff; ensures that all voter and election records and files are prepared and maintained in legal manner.
  • Supervises and participates in the registration of voters, reviews and determines eligibility of voters, supervises the maintenance of current registration voter records.
  • During elections, participates in making arrangements for setting up voting stations in the precincts, supervises the preparation of voting lists by precincts, posts and publishes notices in accordance with regulations, supervises the printing of election ballots according to instructions of the State Board of Elections, makes arrangements for adequate facilities and equipment at polling places.
  • Supervises the processing of absentee ballot request and ballot packets to voters.
  • Prepares materials for statute required Absentee meetings including agendas, reports, discrepancies, cure processes and responds to concerns of the Board.
  • Maintains detailed records for public inspection and provides staff direction for the security of personal voter information.
  • Answers correspondence and public records requests relating to registration and elections.
  • Ensures for accuracy of information and security of ballots, voter equipment and confidential voter information.
  • Confers with and reports to the Board of Elections on registration and elections.
  • Prepares budget proposals, compiles payroll for election officials and workers.
  • Shares with Board and meets with county administration.
  • Researches and makes recommendations to the Board relevant to election cycles and needs of the agency.
  • Assists in assigning personnel at polls and in receiving registrations during election period.
  • Attends all Board of Elections meetings and a variety of state meetings and training both in person and online.
  • Keeps abreast of changes in election laws and regulations.
  • Disseminates information and shares with staff and board members.
  • Addresses concerns and provides detailed responses as needed.
  • Screens, hires and trains personnel and reviews work of permanent and temporary staff.
  • Disseminates information to the news media, political parties, candidates and the general public.
  • Maintains voting equipment, including troubleshooting, upgrading and repair.
  • Researches, prepares and submits grant applications as needed on behalf of agency.
  • Ensures for the preparation of agenda packets, meeting materials, director’s reports to the board, posting of meeting notices.
  • Monitors CBE webpage, uploads agendas, minutes and documents as needed.
  • Prepares materials for Wellness Checks with the NCSBOE.
  • Insurance compliance with NCSBOE mandates relevant to security of voting systems, SEIMS upgrades for all CBE computer systems.
  • Works with local party chairs and provides information as requested in a timely manner.
  • Ensures that all funds received by CBE staff are deposited to the bank and deposit records submitted to County Finance in a timely manner.
  • Attends county department head meetings and shares Election related news with county administration.
  • Works directly with NCSBOE legal team and CBE attorney in responding to litigation and submits affidavits as needed.
  • Ensures confidentiality of data.
  • Works with County tax office and County Planning agency to ensure that all new and updated addresses are a part of the SEIMS database.
  • Adds streets and/or changes as needed.
  • Monitors any annexation by local municipalities and works with them to update voters impacted in addition to performing notification to affected voters.
  • Updates BOE maps to reflect changes.
  • Invoices municipalities actual cost of administrative detail.
  • Shares information with board and staff from NCSBOE and other related agencies.
  • Ensures for the security and chain of command for voting systems.
  • Develops policies as needed regarding security, reporting and other related and shares with board and staff as needed.
  • Works with SBOE staff including field technicians.
  • Responds to SBOE surveys and provides local data for public records request.
  • Serves as Public Information Officer for agency.
  • Ensures that all legal notices are prepared and posted per Statute.
  • Develops Generic in-house forms to meet the needs of the agency.
  • Manages time reports and travel for five-member board as well as staff.
  • Researches technology upgrades for BOE, works with Vendors, purchase, tracks inventory control and insurance coverage through Warren County.
  • Reports damage and arranges for repairs and needed.
  • Hire, train and coordinate work of Mult-partisan teams for nursing homes and care facilities.
  • Work with agency representative to schedule site visits.
  • Assist voters with acquisition of photo id, maintain and service equipment as needed.
  • Performs related tasks as required.
