About The Position

This is a 12-month, full-time, exempt position, Pay Grade 34, VRS-Eligible, and Benefits-Eligible. The Elections Manager prepares and maintains equipment and supplies for Early Voting and Election Day activities, performing complex technical work leading up to and through Election Day. The role operates under the supervision of the Registrar, with latitude for independent judgment, and must adhere to federal, state, and local voter registration and election laws and regulations. The position performs other duties as assigned by the Registrar. This is an FLSA exempt position. Applications will be accepted until June 19, 2026.

Requirements

  • Ability to work with minimal supervision
  • Thorough knowledge of Federal and State law regarding voter registration and election administration, as well as State Board of Elections' and local policies and procedures
  • Thorough knowledge of voting procedures and equipment operation
  • Strong skills in supervising and training personnel
  • Ability to manage complex projects and meet strict deadlines
  • Ability to communicate complex ideas effectively
  • Skilled in solution oriented problem-solving techniques
  • Ability to establish and maintain working relationships with co-workers, elected officials, candidates for office, state and local agencies, political party representatives, media representatives and the general public
  • Demonstrated ability to utilize automated information systems (personal computer, state voter registration system)
  • Ability to make impartial diplomatic decisions
  • Any combination of education and experience equivalent to graduation from an accredited four-year college or university, and at least three years extensive, increasingly responsible experience in project management, public relations, and administrative support work
  • Must hold a valid driver's license. This position is required to drive and must meet eligibility requirements of the County’s safe driver policy
  • Must be a qualified voter in the Commonwealth of Virginia (24.2-112, Code of Virginia)
  • May not be a paid or volunteer worker in the campaign of a candidate for nomination or election to an office filled by election in whole or in part by the qualified voters of their jurisdiction
  • May not hold elective office and may not be the employee or deputy of an elected official

Nice To Haves

  • Experience as an Assistant Elections Manager, Electoral Board Assistant, or Assistant Registrar is strongly preferred
  • Experience as a voting precinct election officer is highly desirable

Responsibilities

  • Manages complex and extensive physical and computerized records related to election officials
  • Oversees onboarding, training, assignment, and evaluation of Election Officials
  • Assists with assigning of election officials as approved by Electoral Board
  • Works with Electoral Board to set up and perform machine testing
  • Manages storage and retention of Election Board and election records
  • Coordinates with Registrar the use of public and private facilities as voting locations for Early Voting and Election Day voting
  • Works with Electoral Board and Registrar to develop and coordinate training content and materials for election officials
  • Helps Registrar identify voting equipment needs and assists in the review and recommendation of voting systems and election official management
  • Maintains a working knowledge of the use and maintenance of voting equipment
  • Attends Electoral Board meetings
  • Performs other duties as assigned by Registrar
