About The Position

Performs complex, skilled administrative support and administrative work, which includes overseeing voter registration list maintenance, assisting outreach efforts, and supporting election logistics. This position ensures operational excellence in the administration of elections and promotes civic participation through effective communication and community involvement. Work is performed under the general supervision of the Elections Deputy Director.

Requirements

  • High School diploma or GED and two to three years of experience working in a clerical environment, or an equivalent combination of education and experience.
  • Thorough knowledge of federal, state, and municipal election laws.
  • Thorough knowledge of North Carolina statutes and Board of Elections guidelines governing the elections process and of the State Election Information Management System (SEIMS) software.
  • Comprehensive knowledge of the policies, operations, and procedures of the Elections Office.
  • Considerable computer and database management skills.
  • Thorough knowledge and skilled use of Microsoft Office and Adobe Creative Suite.
  • Ability to learn new technologies quickly with minimal guidance.
  • Ability to coordinate with other staff and election officials.
  • Ability to communicate ideas clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with the Board of Elections, elected officials, media, associates, and the general public.
  • Must possess a valid North Carolina driver's license.

Responsibilities

  • Manages all voter registration records, including removing names of individuals from registration records under statutory guidelines, including from ACO and DOC felony lists, duplicate lists, cancellation lists, and deceased lists provided by the State Board of Elections, and address, name, and party affiliation changes.
  • Assists the Elections Specialist with registering individuals to vote.
  • Performs list maintenance duties following each General Election.
  • Assists with candidate filing during the filing period.
  • Assists with site management during early voting.
  • Assists with provisional ballot research applications in a timely manner for the Board members to approve or disapprove.
  • Assists in organizing voter outreach and education events.
  • Assists with campaign finance questions and concerns with candidates.
  • Assists with accepting absentee ballot request applications and ballots for absentee voting, including scanning applications and data entry of absentee ballot requests into the State Election Information Management System (SEIMS).
  • Assists with preparing for board meetings and with taking board meeting minutes.
  • Assists with processing requisitions and inquiries regarding invoices.
  • Assists with maintaining accurate postal funds.
  • Assists with time entry of Election Workers in Munis during and after an election.
  • Assists Elections Deputy Director with maintaining quality control of absentee ballots, candidate campaign reports, and State Election Information Management System (SEIMS).
  • Audits voting records, reports, recounts, and return of election materials.
  • Answers telephones and provides information and assistance to the general public regarding election matters.
  • Performs other duties as assigned.
