About The Position

RGNext employees execute and report on theater and strategic offensive and defensive ballistic missile testing and support space situational awareness operations and experiments, using a wide array of highly sophisticated radar, telemetry and optical sensors to meet the needs of our nation in defending the United States and its interests. This overseas position is located on Kwajalein Atoll in the Marshall Islands. It is an unaccompanied position (no family accommodation or pets). Requirements

  • Bachelors degree in Environmental Science, Engineering, Environmental, Health & Safety (EHS) or related discipline, or experience in lieu of education.
  • Five (5) or more years of relevant environmental experience working on DoD or other similar government contracts.
  • Compliance related experience (e.g., RCRA, CWA, CAA, SDWA, NEPA, DOT, TSCA, Etc..)
  • Environmental sampling (e.g., soil, water, atmospheric) experience and the ability to to advise on related technial matters and mission-centric sampling requirements.
  • Demonstrated ability to manage an effective environmental program.
  • Ability to understand and apply USAG-KA Environmental Standards, and Federal environmental regulations including the US Code of Federal Regulations, Title 40 and Title 49.
  • Ability to adhere to professional principles and conduct and demonstrates strong communication and public speaking skills.
  • Proficient in Microsoft Office applications for database/report/information development, application and management.
  • Ability to lead and/or cross train others in environmental disciplines.
  • Leadership and team building experience.
  • Ability to lift/carry/push/pull up to 50 lbs. independently.
  • Ability to travel by boat, helicopter, or plane to work at remote sites on outer islands with limited facilities.
  • Must be able to obtain and maintain a valid U.S. driver’s license.
  • The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Must be able to relocate to the United States Army Garrison - Kwajalein Atoll, Marshall Islands.
  • Must be able to obtain and maintain a U.S. passport.
  • The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.

Responsibilities

  • Develop and implement environmental related policies and procedures in accordance with the USAKA Environmental Standards (UES), Titles 40 and 49 of the US Code of Federal Regulations, and Army requirements.
  • Assist in managing implementation of contract PWS/CDRLS.
  • Ensure RGNext environmental operations compliance with USAG-KA Environmental Standard requirements.
  • Conduct assessments/inspections of project activities to monitor compliance with environmental requirements including contractual commitments, laws and regulations, and the project's environmental permits, plans and procedures.
  • Work with the base logistics contractor on HMWPP reporting requirements, prepare associated reports (e.g., asbestos/lead/PCB/waste inventories) and develop/manage internal RGNext associated inventories.
  • Assist in managing implementation or providing technical knowledge related to RGNext managed Documents of Environmental Protection (DEPs).
  • Develop, coordinate and track project National Environmental Protection Agency (NEPA) reports and ensure application of project management, contractor/subcontractor responsibilities.
  • Assist with Eniwetak Conservation Area (ECA) biological and terrestrial monitoring in accordance with the Minuteman III Modification DEP.
  • Manage/coordinate the RGNext HMWPP program. Conduct compliance inspections and provide associated training.
  • Identify, define and manage environmental concerns/compliance considerations and corrective actions.
  • Provide environmental technical direction/advise and guidance to OHSE and/or project departments, project management and specialty groups.
  • Maintain working knowledge of key Environmental issues and technological developments. Evaluate and interpret applicable environmental regulations and contract environmental requirements.
  • Develop and file environmental related databases and work schedules.
  • Develop and monitor compliance procedures for projects and facilities and conduct compliance audits.
  • Develop, revise/deliver and manage environmental procedures and training.
  • Consult with the RGNext Legal regarding potential Notices of Deficiencies (NOD) received from regulatory authorities on projects and facilities. Provides RGNext Legal with technical advice and guidance (as applicable to PWS/CDRL).
  • Manage, evaluate and coordinate the spill response program.
  • Assist in development, application and monitoring of functional environmental budget.
  • Cross train in safety and industrial hygiene skills and related services.
  • Provides safety and industrial hygiene support as needed (program, audits, compliance).
  • Additional duties may include work assignments on outer islands, including but not limited to Roi-Namur and Meck Island.
