About The Position

Under the direction of the Director of Public Works, this position provides technical, administrative, and program support for the City's community and economic development functions. This includes development review, permitting, support for boards and commissions, and activities related to business attraction, retention, and expansion. The role serves as a primary point of contact for residents, contractors, developers, property owners, businesses, and partner agencies. Responsibilities include coordinating applications, records, public notices, meetings, and reports.

Requirements

  • High school diploma or GED
  • Five (5) years of administrative support experience that includes experience with planning and zoning, and basic accounting functions
  • Equivalent combination of education, training, and experience

Responsibilities

  • Assist in the implementation of economic development strategies to promote business attraction, retention, and expansion, including preparing prospect and site packets.
  • Coordinate administrative and logistical support for Planning and Zoning Commission meetings, including agendas, packets, notices, supporting materials, and meeting schedules.
  • Prepare and deliver staff presentations at Planning and Zoning and Zoning Board of Adjustment meetings.
  • Assist the Director of Public Works in preparing presentations for City Council.
  • Serve as initial contact for Zoning Board of Adjustment related submittals; schedule meetings, receive applications, fees, and supporting documentation.
  • Maintain a database of existing businesses, preferred business sites, and prospects.
  • Oversee the processing of calls for scheduling inspections.
  • Oversee the processing of registrations, perform follow-up on missing documentation, establish builder files with contact numbers, add builders to the current registration list, and maintain/update the annual city registration list.
  • Provide information to citizens regarding building permit requirements and processes, and related areas.
  • Oversee and maintain records and statistical data on finalized inspections, permits processed, customer inquiries and requests, and plans reviewed.
  • Generate fee data forms for permit and utility fees, re-inspections, calculate drainage fees, and process purchase orders when refunds are required.
  • Process insufficient fund issues on building permits/registration fees.
  • Oversee processing of certificates of occupancy.
  • Process permit applications, including online plumbing permits; ensure completeness, register applicants, verify legal descriptions, establish files, log accordingly, calculate fees, and generate permits.
  • Serve as liaison to utility service providers.
  • Perform follow-up on outstanding permits through completion, including researching status, issuing letters stating permit status, and working collaboratively with permit holders to facilitate finalization.
  • Assist in responding to open records requests and maintain archives.
  • Serve as initial contact for the Denton County Appraisal District; respond to permit questions and provide copies of permits.
  • Assist in preparing monthly and annual reports.
  • Serve as initial contact for Health Department related issues, such as food establishment permits, complaints, and invoicing for permit renewal.
  • Coordinate and organize monthly Food Handlers class with the Health Inspector.
  • Serve as initial contact for development related submittals; receive applications, fees, and documents, and review for required drawings, information, supporting documents, and compliance.
  • Distribute development submittals, such as plats, replats, amended plats, site plans, conditional use permits, and other zoning requests to appropriate staff for review.
  • Maintain accurate and organized zoning and plat files.
  • Schedule pre-development meetings (as needed) with developers, property owners, engineers, and city departments.
  • Respond to routine questions regarding zoning, platting, and development procedures based on adopted City ordinances and applicable state requirements; refer interpretations and technical determinations to appropriate professional staff.
  • Assist in meeting state law requirements for public notice, i.e., public hearings and letters to property owners.
  • Attend Planning and Zoning meetings as staff liaison and assist in scheduling Planning and Zoning Commission meetings, including preparing agendas, agenda briefings, other supporting documentation, and making presentations as needed.
  • Prepare, administer, and monitor the Community Services Department budget, including tracking expenditures, reviewing budget activity, and assisting with budget planning and projections.
  • Serve as a liaison with the City’s planning consultant, coordinating communication, providing information and documentation, and assisting with planning-related projects and requests as needed.
  • Perform related duties as required.
