About The Position

Under direction, reviews and analyzes federal and regional energy policy-related issues concerned with regulation of the electric and natural gas industries; provides expert witness testimony on policy related issues in docketed cases before the Commission.

Requirements

  • Requires a master’s degree in economics, finance, public policy, or other closely related field OR Requires a bachelor’s degree and two years of relevant regulatory or utility experience.

Responsibilities

  • Works closely with the established regional state committees—the Organization of PJMStates and the Organization of MISO States.
  • Monitors, analyzes, and reports on current and emerging policy issues at the Regional Transmission Organization (“RTO”) level, including proposed reforms of regional electric energy, ancillary services and capacity market designs.
  • Monitors, analyzes, and reports on (1) RTO policy and governance initiatives; (2) regionaland state economic effects of emerging energy technologies such as distributed generation,renewable energy, demand response and energy storage; and (3) regional electric resource and transmission modeling and planning.
  • Reviews Federal Energy Regulatory Commission (FERC) filings and prepares recommendations to the Commission for comments.
  • Monitors, reviews and analyzes utility and other party filings in docketed Commission cases; prepares and files expert witness testimony setting forth policy opinions and positions and presenting proposed adjustments; develops technical cross examination questions for adverse witnesses; assists in preparation of Staff pleadings.
  • Carries out a research agenda, including research and economic analysis, of federal and regional energy policy in the gas and electric industries.
  • Serves as a policy advisor to Administrative Law Judges and Commissioners in contested dockets, as assigned.
  • Provides policy analysis of state and federal legislation.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
