About The Position

As an Early Learning Program Certification Representative with the Department of Human Services, you help child care providers meet state standards that keep children safe. This role gives you the chance to educate operators, complete inspections, and make informed certification decisions. Your work helps build trust between families, providers, and the community. Be part of a mission that promotes strong early learning experiences for every child. This position inspects child care providers, offers technical assistance, and ensures compliance with state laws and regulations. It involves evaluating facilities, documenting findings, and supporting operators in meeting safety and certification requirements.

Requirements

  • Two years of professional experience providing direct services to children and youth and a bachelor’s degree that includes 24 semester hours of college level courses in early childhood education, child development, special education, elementary education, psychology, or human development; or An equivalent combination of professional experience and training, which includes one year of professional experience providing direct services to children and youth and 24 semester hours of college level courses in early childhood education, child development, special education, elementary education, psychology, or human development.
  • You must reside in or be willing to relocate to one of the following counties within the Western Region within the first 6 months of employment: Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Fayette Forest, Franklin, Fulton, Greene, Huntingdon, Indiana, Jefferson, Lawrence, McKean, Mercer, Potter, Somerset, Venango, Warren, Washington, or Westmoreland.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.
  • Satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Conduct inspections of child care sites to assess compliance with state standards
  • Provide guidance to operators on meeting regulatory and safety requirements
  • Investigate reports involving regulated and unregulated facilities
  • Determine compliance and prepare documentation for certification actions
  • Review and comment on draft policies, procedures, and regulatory proposals
  • Work with partners and agencies to support statewide child care initiatives
