About The Position

The World Bank Group (WBG) is seeking an Extended Term Consultant (ETC) to support the integration of climate change into the WBG's health portfolio. This role is crucial for delivering resilient, high-quality health systems under the Health 1.5B Platform and Mission 66. The ETC will work directly with task teams and government counterparts to identify and design climate-responsive options within operations, ensuring alignment with country priorities and the WBG's corporate climate commitments. The position involves tracking operations, supporting dialogue with governments, and contributing to the development of operational tools, guidance, and knowledge products. The role requires demonstrated experience with World Bank Operations, a strong command of Joint Multilateral Development Bank Methodologies for Climate Finance, technical grounding in health systems and climate resilience, and experience working with client governments. The ETC will provide hands-on support throughout the project cycle, including design and implementation phases, and requires a high level of diplomacy and detail orientation. Travel to client countries may be required.

Requirements

  • Master’s degree in public health, public policy, public administration, climate change, digital development or related field combining HNP domain experience with climate change.
  • Minimum five years of relevant experience in health systems strengthening, and/or climate and health with experience with World Bank operations, a key requirement.
  • Experience supporting World Bank task teams to develop climate-health content in operational design with attention to supporting the needs of teams in their efforts to maximize application of the Joint MDB methodology for Tracking Climate Change Adaptation and Mitigation Finance (jMDB) for health operations.
  • Demonstrates understanding of working across WBG, practices and sectors.
  • Demonstrates strong integrative thinking and ability to support project teams in developing an integrated point of view around development challenges.
  • Excellent technical writing and verbal communication skills, including the ability to present ideas clearly and concisely, engage in a strategic dialogue with key stakeholders (internal and external).
  • Excellent written and spoken English essential.
  • Exceptional detail orientation is required.
  • Strong diplomatic and relationship building skills are essential.
  • Ability to work in cross-cultural, multidisciplinary teams and adapt to resource-constrained environments.
  • Enthusiasm, energy, and composure under pressure and while completing multiple tasks.

Responsibilities

  • Support specific country task teams and governments to identify climate options for operations.
  • Support task teams with policy dialogue on climate and health with client governments.
  • Research country climate policies, implementation status, and vulnerability contexts to support the identification of appropriate climate actions for operations.
  • Develop presentations and other tools to support the integration of climate in operations.
  • Support the integration of World Bank and other Climate and Resilience analytics in operations.
  • Ensure task teams and governments understand the climate corporate commitments and what is needed to integrate these in operations.
  • Develop and write climate content, aligned with the Joint MDB Methodologies for Climate Finance and related tools, to ensure Climate Co-benefits are accurately assessed.
  • Support the integration of the other Climate Corporate Commitments in Operations.
  • Closely track operation’s status and provide timely support to make sure that Climate Corporate Commitment milestones are met.
  • Support the translation of the Joint Methodologies for Climate Finance into practice for task teams and within operations through engagement with task teams, tool development, and work on operations.
  • Review climate content in operations to ensure it is in line with the Joint MDB Methodologies for Climate Finance and the other climate corporate commitments.
  • Learn how to use and support the application of the C3 AI tool to support Climate Co-Benefit Assessments; assess the usability of the tool as needed.
  • Oversee others who provide support for the climate corporate commitments.
  • Review presentations and other materials to support the integration of climate in operations.
  • Track the status of HNP operations to support the climate corporate commitments.
  • Ensure support for operations is proceeding in a timely manner and relationships with task teams and governments are developed.
  • Develop and facilitate the implementation of operational systems, processes, and tools, including AI tools, to support the climate corporate commitments.
  • Work closely with the Climate Team in the Outcome Unit to facilitate assessment of Health Projects.
  • Engage with the Climate team on the Joint MDB methodologies and tools to facilitate their application and use for health projects, including revision and development of these tools.
  • Engage with other Global Practices to support the integration of multisectoral actions in operations.
  • Engage with Regional Climate teams to support integration of climate change in health operations.
  • Stay abreast of developments in technical options for climate and health and support their integration in operations.
  • Support implementation of climate and health actions in operations as feasible including making use of the Climate-Health Implementation Manual (CHIM).
  • Engage in the development of operational tools to support climate and health implementation including further expansion of the Climate-Health Implementation Manual (CHIM) and refinements to existing climate health analytics to facilitate their utility across operational project stages.
  • Provide insights and support to integrate climate-health operational preparation and implementation considerations into core World Bank Knowledge and Learning structures in particular the Health Systems Flagship fundamentals, and the Joint Learning Network as well as potentially the UHC hub.
  • Other tasks as requested by the hiring manager and supervisors.
