About The Position

The World Bank Group (WBG) is seeking to hire a Senior Health Specialist/Extended Term Consultant (ETC) to play a key role in advancing the global Health Emergency Prevention, Preparedness, and Response (HEPPR) and resilience agenda. This role involves supporting the design, delivery, and dissemination of analytical, technical, and knowledge products, as well as capacity building and learning initiatives. The ETC will contribute to strategic, technical, and operational work across HEPPR, Emergency-Ready Primary Health Care (ERPHC), diagnostics, governance, and health systems, with a focus on strengthening linkages between preparedness, resilience, and the Universal Health Coverage (UHC) 1.5 billion agenda. The position will support global workstreams and provide hands-on technical and operational support to country teams and World Bank operations, translating global knowledge into actionable country programs. The goal is to strengthen institutional capacity, improve service continuity and quality, enhance data-driven decision-making, and advance resilient, equitable, and people-centered health systems.

Requirements

  • Master’s degree in a relevant field, such as Public Health, Global Health, Health Systems, Health Policy, or Knowledge and Learning.
  • At least 8 years of relevant professional experience in global health and development, including health systems strengthening, service delivery, resilience, and HEPPR.
  • Demonstrated experience managing complex, multi-stakeholder programs in international development or public health, with the ability to coordinate diverse teams, set priorities, and deliver results under tight timelines in fast-paced environments.
  • Experience designing and implementing global and regional capacity building programs, with knowledge of adult learning methodologies, peer learning, and knowledge exchange models.
  • Proven ability to engage and collaborate with a wide range of stakeholders, including governments, international organizations, academia, civil society, the private sector, and donor partners, and to work effectively in multicultural and multidisciplinary teams.
  • Strong track record in developing high-quality analytical and technical outputs, including reports, policy products, and publications in peer-reviewed journals, with the ability to synthesize evidence and translate it into actionable insights for policy and operations.
  • Strong experience in HEPPR and health system resilience diagnostics and assessments, monitoring and evaluation, and results framework design.
  • Familiarity with World Bank Group operations and the broader global health architecture.
  • Excellent written and verbal communication skills, with the ability to convey complex ideas clearly and concisely, develop high-quality presentations and reports, and engage effectively in strategic dialogue with internal and external stakeholders.
  • Highly organized, detail-oriented, and proactive, with strong interpersonal skills and sound judgment, and the ability to work both independently and collaboratively.
  • Demonstrated professionalism and ability to maintain composure under pressure while delivering high-quality outputs.
  • Fluency in English is required.

Nice To Haves

  • Experience in systems thinking and implementation science is an asset.
  • Proficiency in French or another relevant language is an advantage.

Responsibilities

  • Co-lead the design and delivery of global and regional capacity-building, learning, and knowledge-exchange activities on HEPPR, emergency-ready primary health care, governance, and resilient health systems, including training programs, workshops, technical exchanges, and Communities of Practice.
  • Develop and quality-assure learning and knowledge products, including presentations, facilitator guides, case studies, policy briefs, and operational notes, to support staff and client learning. Contribute to the Learning and Knowledge Program (LAKP) and promote the uptake of evidence, good practices, and operational lessons across regions and support cross-country learning.
  • Co-lead key workstreams related to diagnostics, assessments and governance, while strengthening linkages between preparedness and core health system functions, including PHC and integrated public health.
  • Contribute to high-quality analytical and technical work on HEPPR, ERPHC, governance, and resilient health systems, including the development and dissemination of analytical outputs and knowledge products. Ensure alignment with the UHC 1.5 billion agenda and related implementation priorities, emphasizing preparedness as foundational to service continuity, quality of care, and equitable access to essential services. This includes contributions to the health emergency scorecard indicator methodology and reporting.
  • Provide technical and operational support to regional and country teams during project preparation and implementation—particularly in applying active learning and knowledge sharing approaches to facilitate integration of HEPPR into broader health systems and PHC platforms. Support the development of practical diagnostic tools to help teams apply HEPPR and health system resilience diagnostics, assess country readiness, and guide priority investments.
  • Advance cross-sectoral and multisectoral collaboration with internal teams and external partners, including governments, multilateral agencies, academic institutions, donors, and other technical partners, to strengthen HEPPR and ERPHC learning, analytics, and implementation.
  • Perform other related duties as assigned to support the HEPPR and Public Health work program, in consultation with the Task Team Leader (TTL) and Program Manager.
