About The Position

The World Bank Group is seeking an Extended Term Consultant (ETC) to join the Methods, Impact Measurement, and Innovation (MIMI) team within the Health, Nutrition, and Population (HNP) Global Directorate. This role, based in Washington, D.C., will focus on supporting country operations with best practices in measurement, data system strengthening, monitoring and evaluation (M&E), corporate reporting, portfolio monitoring, and knowledge systems to drive results-driven decision-making across the HNP portfolio. The ETC will be instrumental in enhancing the Global Directorate's capacity to support the design and implementation of HNP projects with robust M&E and data systems, monitor progress against corporate commitments, and generate actionable insights on portfolio performance. The position also involves contributing to the Directorate's methodological and knowledge agenda, including developing a methods library and engaging with innovation initiatives. The ETC will collaborate with various internal teams and regional operations, requiring strong analytical and communication skills, M&E and data systems expertise, and the ability to translate complex data into clear messages for senior management. Travel to client countries may be required.

Requirements

  • Master’s degree in public health, health economics, data science, or related field combining HNP domain experience with measurement, analytics, or evaluation expertise.
  • Minimum eight years of relevant experience in M&E, data systems, outcomes measurement, portfolio analytics, monitoring and evaluation, or data-driven decision-making in the health sector.
  • Strong expertise in at least three of the following areas: results measurement and evaluation methodologies; M&E and data systems strengthening expertise in LMICs; experience managing institutional or corporate reporting cycles; experience with indicator frameworks, KPI governance, and data validation; ability to work with large operational portfolios and multiple reporting systems; experience producing executive-level results narratives from quantitative data; familiarity with data visualization and dashboarding tools; ability to balance technical rigor with tight timelines and stakeholder coordination.
  • Demonstrated experience translating methodological and analytical approaches into practical tools, guidance, and applications for operational teams.
  • Experience working across institutions or with external partners to develop and scale innovative approaches to measurement and analytics.
  • Excellent technical writing and verbal communication skills, including the ability to present ideas clearly and concisely, lead strategic dialogue with key stakeholders (internal and external).
  • Excellent written and spoken English essential.
  • Ability to work in cross-cultural, multidisciplinary teams and adapt to resource-constrained environments.
  • Enthusiasm, energy, and composure under pressure.

Responsibilities

  • Lead the development and dissemination of best practice standards, guidance, and criteria to strengthen client data systems and measurement approaches through HNP operations.
  • Lead the development and curation of a library of best practice HNP results framework indicators, aligned with TIP solutions, Corporate Scorecard priorities, and other institutional commitments.
  • Ensure HNP operations are systematically supported with high-quality and consistent measurement, robust data systems, and appropriate impact evaluation design.
  • Leverage digital tools and AI-enabled approaches to enhance efficiency, consistency, and quality in results framework design, data system strengthening, and measurement processes.
  • Lead HNP corporate reporting processes, including data collection, validation, and quality assurance for Corporate Scorecard indicators and related reporting frameworks.
  • Spearhead the implementation and continuous refinement of corporate reporting methodologies and guidance.
  • Provide technical support to task teams and regional focal points on corporate reporting requirements, portfolio monitoring tools, and results frameworks.
  • Develop guidance notes, training materials, and workshops to strengthen capacity in corporate results measurement and reporting.
  • Lead analytical inputs to periodic corporate reporting products for senior management and the Board.
  • Using innovative approaches, lead portfolio-wide analysis of priority themes based on review of PADs, ISRs, ICRs, and results frameworks.
  • Undertake analyses of results framework indicators to identify opportunities to strengthen reporting quality, improve indicator design and alignment, and enhance outcomes orientation.
  • Develop and maintain portfolio monitoring tools and dashboards (e.g., Power BI) to track performance against KPIs and corporate commitments.
  • Develop high-quality analytical outputs and visualizations tailored to senior management audiences.
  • Spearhead the development of results narratives linking portfolio-level results to corporate commitments.
  • Lead the development and advancement of a Directorate-wide methods and innovation agenda.
  • Design and maintain a structured methods library capturing best practices, standardized approaches, and practical tools.
  • Identify priority methodological and analytical gaps that constrain the Directorate’s ability to achieve its missions.
  • Drive innovation in methods and analytics by translating emerging approaches into practical, scalable applications for use in operations.
  • Develop and implement a Knowledge Advisory Council for the Directorate to guide the methods and innovation agenda.
