Building on early market development work—including internal A&R toolkits, eligibility lists, methodologies, and client engagements—IFC is implementing the Scaling Adaptation and Resilience through Financial Institutions (SARFI) program. SARFI is an IFC led initiative designed to accelerate private sector investment in climate A&R in EMDEs, with a deliberate focus on Least Developed Countries (LDCs) and Small Island Developing States (SIDS). SARFI responds to the persistent gap between growing physical climate risks and the limited volume of bankable A&R investments flowing through FIs, despite increasing awareness of climate risk across the financial sector. SARFI focuses on translating adaptation needs into FI relevant, bankable opportunities through toolkit development, stakeholder engagement, pilot transactions, knowledge dissemination, and impact measurement. To support sustained delivery and scaling of this agenda, we seek to recruit an Extended Term Consultant (ETC) to work with the FIG Climate Global Team over the FY27 Period with the potential for further engagement. The objectives of this assignment are to: • Support delivery of the SARFI work program, including pilots, toolkit development and maintenance engagement, and development of knowledge products and training materials. • Scale and operationalize A&R investment through FIs, moving from concept and toolkit development toward client uptake and transactions. • Embed A&R considerations into FIG investment and advisory operations, in close coordination with regional teams and sector departments. The Consultant will be based in Washington D.C. and may be required to travel occasionally. Specific responsibilities and qualification requirements are described below.

Requirements

  • Bachelor’s degree in Environmental Policy/Sciences, Engineering, Finance, Economics, Business, or a related field.
  • 2+ years of relevant professional experience in climate finance, adaptation/resilience, sustainable finance, or financial institutions.
  • Demonstrated familiarity with climate adaptation and resilience concepts, methodologies, and taxonomies (e.g., Joint MDB Adaptation Finance methodology, market based resilience taxonomies).
  • Experience working with financial institutions and/or private sector investment or advisory projects in EMDEs.
  • Strong analytical and writing skills, with the ability to translate complex technical concepts into practical, FI relevant guidance.
  • Proven ability to manage multiple work streams, coordinate across teams, and deliver high quality outputs on schedule.
  • Excellent written and oral communication skills in English; additional languages are an asset.

Responsibilities

  • Support day to day implementation of the SARFI work plan, including tracking milestones, coordinating inputs across IFC, the Knowledge Bank, and sector departments (INFRA, MAS), and preparing internal updates.
  • Serve as a focal point for consolidating inputs from regional climate specialists, investment officers, and advisory teams on A&R opportunities.
  • Support coordination with external partners (e.g., MDBs, DFIs, ecosystem partners).
  • Support identification and screening of potential A&R investments with FI clients, including mapping of eligible activities and alignment with IFC A&R eligibility frameworks.
  • Assist project teams in applying A&R methodologies and attribution approaches to live or prospective investment and advisory projects.
  • Contribute to development of FI focused A&R financial products, technical assistance offerings, and pilot transactions.
  • Maintain and further develop IFC’s FI focused A&R toolkit, including eligibility lists, sector guidance, case studies, and business case materials.
  • Support refinement and practical application of A&R methodologies, in coordination with the Knowledge Bank’s Climate Department.
  • Collect, synthesize, and document lessons learned from client engagements and pilots to inform iterative improvements of tools and guidance.
  • Support preparation and delivery of internal and external trainings for investment and advisory staff and FI clients on A&R finance.
  • Contribute to knowledge products (e.g., briefs, presentations, case study compilations) and dissemination activities with partners and industry platforms.
  • Support engagement with regulators and public sector counterparts, as relevant, to help create enabling environments for A&R investment by FIs.
  • Support development and application of A&R impact indicators and reporting approaches for FI investments, including alignment with emerging MDB and market frameworks.
  • Assist with monitoring and reporting on SARFI results, including inputs to donor and management reporting.
