About The Position

Boardwalk Pipeline Partners, LP is seeking a DOT Compliance Specialist to join their team. This role will serve as a Compliance liaison to assist Project Execution with pipeline and pipeline facility projects. This position is based in either the Houston, TX or Owensboro, KY office.

Requirements

  • Extensive working knowledge of the requirements in 49 CFR 192 and 195 as well as Incorporated by Reference (IBR) documents.
  • Ability to comprehend diverse regulatory, scientific, and technical issues.
  • Ability to read and apply Federal Regulations, guidance documents, Industry Standards, and associated documents.
  • Ability to communicate with a wide variety of people, including employees, all levels of management, regulatory agencies, and the public.
  • Ability to plan, organize, and lead others in creation of work products.
  • Ability to work independently and identify next step activities with minimal supervision.
  • Ability to organize and write clear documents and correspondence to various audiences.
  • High level of personal integrity and ability to maintain information in a confidential manner.
  • High-level organization skills related to storing and managing documents and records.
  • Time management skills to be able to manage multiple priority tasks.

Responsibilities

  • Maintaining Project Execution’s manuals/documents and processing MOCs (Design Standards, Construction Specifications, Purchase Specifications).
  • Assisting Project Execution staff with guidance on required forms and documentation associated with projects.
  • Reviewing proposed projects for compliance impacts.
  • Coordination with other Compliance Assurance staff for applicable notifications to regulatory agencies.
  • OMS management, including adding necessary inspections into OMS for facility commissioning activities.
  • Assisting in management of assets and work orders related to Project Execution work activities.
  • WorkHub management, including reassigning Project Execution WorkHub forms for personnel changes and testing new forms for WorkHub integration.
  • Audit preparation, including conducting periodic documentation reviews during construction to assist Project Execution in being “audit ready”.
  • Representing Project Execution in audits and inspections with regulatory agencies.
  • Conducting field inspections during construction as Boardwalk’s representative, facilitating inspection, and serving as a primary spokesperson.
  • Facilitating responses to protocol questions during headquarters inspection preparation.
  • Assisting in acquiring necessary data, records, and documentation; identifying correct procedures to meet regulation requirements; determining how to best respond to requests from the auditor.
  • Responding to general design and construction questions and coordinating with SMEs as needed.
  • Maintaining portions of Boardwalk’s Portal to ensure that procedures and forms are up to date and documentation is easily accessible.
  • Reviewing PHMSA Interpretations, Advisory Bulletins, and National Transportation Safety Board (NTSB) Advisories for applicability to Boardwalk and assisting in changes to procedures or policies if necessary.
