Requirements

  • 5 years of professional experience, with significant experience in federal government contracting and/or business development.
  • Demonstrated experience working with the Department of Defense (DOD) with a focus on real estate and facilities management.
  • Proven experience in capture management, business development, or federal proposal management.
  • Experience developing capture strategies, competitive assessments, win themes, and customer engagement strategies.
  • Strong understanding of the federal acquisition lifecycle and government procurement processes.
  • Experience with DSCA background investigations software or Army/Navy facilities management is highly desirable.
  • Excellent written, verbal, presentation, and interpersonal communication skills.
  • Ability to collaborate effectively with executive leadership, technical teams, proposal teams, and government customers.
  • Strong analytical, organizational, and project management skills.

Nice To Haves

  • Experience supporting large DOD contracts and/or mission-critical federal programs.
  • Experience with IDIQ, GWAC, GSA, BPAs, and other federal contract vehicles.
  • Existing relationships with DOD customers and federal acquisition communities.
  • Experience leading opportunities valued at $10M+.
  • Knowledge of DOD procurement organizations and acquisition commands.
  • Familiarity with security clearance requirements and federal background investigations and/or loan servicing programs.

Responsibilities

  • Lead and manage the full capture management lifecycle for DOD and federal government opportunities.
  • Identify, qualify, and develop new business opportunities within the DOD market.
  • Develop and execute comprehensive capture strategies, win themes, competitive assessments, and customer engagement plans.
  • Build and maintain strong relationships with DOD stakeholders, contracting personnel, program managers, and industry partners.
  • Analyze solicitations, draft requirements, sources-sought notices, RFIs, and other acquisition documents to identify business opportunities.
  • Coordinate with proposal, pricing, contracts, operations, and technical teams to develop compelling and compliant solutions.
  • Develop and maintain opportunity pipelines, capture plans, schedules, and associated artifacts.
  • Support development of technical and management solutions that address customer mission requirements.
  • Coordinate teaming arrangements, subcontractor relationships, and strategic partnerships as appropriate.
  • Provide leadership briefings and regular opportunity updates to executive management.
  • Support proposal development through solicitation release, including development of win strategies, discriminators, and proposal themes.
  • Leverage prior experience with background investigation programs and/or loan servicing operations to identify customer needs, develop solutions, and strengthen competitive positioning.
  • Monitor DOD market trends, acquisition strategies, recompetes, contract vehicles, and emerging customer requirements.
