About The Position

The Documentation Engineer serves as the Technical Data Package (TDP) lead for Machinery Control Systems (MCS), Repair Station Consoles (RSC), and Engine Controllers (EC) on DDG-51 Modernization and related Tech Refresh programs. The role supports the NSWCPD Code 552 DDG MCS Waterfront Engineering team and focuses on engineering drawing analysis, electrical hardware configuration management, documentation review coordination, and liaison work between system In-Service Engineering Agents (ISEAs) and government stakeholders. This high-ownership role involves independently managing configuration baselines, leading documentation review cycles, maintaining tracking databases, coordinating across engineering teams and government stakeholders, and occasionally traveling to ships to verify legacy configurations. Training and mentorship on program-specific processes will be provided; the engineer is expected to take ownership of deliverables and drive tasks to completion with minimal supervision. The position has a structured six-month onboarding period at the Land Based Engineering Site (LBES), which is 100% onsite. After onboarding, a hybrid schedule may be available depending on program needs, with at least 50% onsite at LBES. Travel to ships and naval installations is required, approximately one to two trips per year.

Responsibilities

  • Lead review cycles for Technical Data Packages (TDPs), Ship Installation Drawings (SIDs), Wire Discrepancy Lists (WDLs), Statements of Work (SOWs), and Verification & Validation test plans across DDG-51 ship alterations and configurations.
  • Determine the appropriate configuration baseline for each hull and initialize review packages with electrical block drawings, Wire Connection Lists (WCLs), and supporting documents.
  • Distribute review packages to system ISEAs; collect, compile, and adjudicate comments for clarity and acceptability.
  • Assign comment-incorporation tasks to configuration and database specialists and review updates for accuracy before finalization.
  • Manage document finalization and delivery to BIW Planning Yard, and archive as-delivered files on the program Wiki and SharePoint.
  • Review ISEA comments on SIDs, determine resolution paths, and coordinate the generation, review, and delivery of electronic Liaison Action Reports (eLARs) to BIW while tracking them through closure.
  • Coordinate ship availability and scheduling for ship-check trips with the configuration specialist and system ISEAs.
  • Review ship-check data and verify that legacy baseline hardware and signal cable configurations are accurately captured in NSWC TDPs.
  • Lead ship checks when the configuration specialist is unavailable.
  • Document discrepancies and incorporate findings into TDP updates or WDLs as part of the SOW package.
  • Coordinate technical data exchange between BIW Planning Yard and ISEAs and attend biweekly coordination meetings with NSWCPD Program Management and Waterfront Engineering.
  • Manage the Waterfront Engineering task-tracking dashboard and host biweekly status meetings with MCS, EC, and RSC ISEAs to review open action items and drive completion.
  • Provide input to procedures, SOPs, and program direction in coordination with the administrative lead.
  • Integrate and review Vendor Installation Control Drawings (ICDs) and verify baseline information on SIDs.
  • Provide accomplishments for weekly branch status reporting.
  • When activated for onsite work in naval industrial environments, perform essential duties that may include standing and walking for extended periods, climbing ladders and stairs, working in confined spaces, handling tools and materials, and identifying technical and safety information.
