About The Position

OUC - The Reliable One, is presently seeking a Document Control Specialist to join the Legislative, Regulatory & Compliance division. We are looking for a detail‑driven, highly organized professional to control, maintain, and monitor compliance documents, records, and evidence for OUC’s NERC Standards Compliance Office. This hybrid role requires on‑site work Tuesday through Thursday, with remote work on Monday and Friday as part of a 40‑hour work week. In this role, you will coordinate periodic document reviews, manage evidence for NERC audits, support CIP access authorization, maintain compliance documentation workflows, and ensure the accuracy and integrity of all compliance records. This position is an excellent fit for someone who values continuous learning and is energized by the opportunity to develop deep expertise in NERC and CIP requirements through hands‑on work, thoughtful analysis, and collaboration with a highly technical team. You will also support CIP training activities, including managing the annual training cycle for approximately 200–250 employees, maintain the OUC Compliance website, and serve as the CIAC Committee Secretary by coordinating meetings, preparing agendas, and recording minutes. Additionally, you will contribute to departmental communication efforts such as security awareness posters and compliance newsletters. Requirements

  • Bachelor’s degree in Information Technology, Technical Writing, English, Business, or a related field
  • Minimum 3 years of experience in technical writing, document management, training development, web content administration, or operational support
  • Strong technical writing, editing, and summarization skills
  • Excellent written and verbal communication
  • High attention to detail, strong situational adaptability, and the ability to manage complexity
  • Experience with document organization, version control, and evidence cataloging
  • Proficiency with Microsoft Office Suite and standard office tools
  • Ability to coordinate workflows, assign reviewers, and support document lifecycle processes
  • Working knowledge of SERC evidence submittal process
  • Working knowledge of Training presentations and online training
  • Working knowledge of North American Electric Reliability Corporation (NERC) standards
  • Working knowledge of Structurally Organizing documents
  • Working knowledge of Cataloging evidence
  • Familiarity with Software Applications (i.e. Adobe Acrobat professional, Web publishing, Workflow tools)
  • Familiarity with Document templates

  • Bachelor's Degree in Information Technology, Technical Writing, English, Business, or related field from an accredited college or university
  • Minimum of three (3) years of experience in technical writing, document management, web content administration or development, training development, or operation support

Nice To Haves

  • Experience in utility regulation, compliance document control, or NERC/CIP environments
  • Familiarity with workflow and document control tools such as AssurX, Footprints, or Adobe Acrobat Professional
  • Experience supporting NERC audits, CIP training programs, or evidence preparation
  • Background in web content publishing or maintaining internal compliance sites
  • Experience coordinating committees, preparing agendas, and recording minutes
  • Utility regulation or compliance document control experience, preferred

Responsibilities

  • Control, maintain and monitor compliance documents, records and evidence for the OUC compliance office.
  • Manage and perform tasks within the Personnel Access Program of the OUC Bulk Electric System Cyber System Protection Program.
  • Perform access control of all OUC compliance documents based on established classification levels.
  • Coordinate periodic, annual, and quarterly reviews of all documents included in the Compliance Enforcement Program (CEP), and conduct annual reviews of documents for which the Document Control Officer serves as the Subject Matter Expert (SME).
  • Organize, maintain, and retain all evidence supporting OUC compliance activities, ensuring completion and accuracy.
  • Assist the Compliance team with evidence preparation, organization, and management during NERC audits.
  • Coordinate the authorization process for individuals requiring Critical Infrastructure Protection (CIP) access.
  • Provide support to Compliance programs and initiatives, as needed.
  • Initiate document development workflow within OUC’s compliance application AssurX, including assigning reviewers, creating workbenches, generating new documents from templates, and editing compliance documentation for spelling, formatting, and grammar using MS Office applications.
  • Support the CIP training program by enrolling users in initial training, updating annual training materials, and delivering computer-based training modules.
  • Publish, update, and maintain all content on the OUC Compliance website.
  • Coordinate Controlled Infrastructure Assets Committee (CIAC) meetings and serve as Committee Secretary by preparing agendas, recording minutes, and distributing documents for vote via email.
  • Develop and publish quarterly security awareness posters and departmental compliance newsletter.
  • Perform other duties as assigned.
