About The Position

The Divisional Emergency Services Director (DEMSD) provides leadership to the Pendel Emergency Disaster Services Department, including the daily operations of said program in Philadelphia, surrounding communities, and the Pendel Division geographical area, as appropriate. The DEMSD works in concert with the General Secretary as it pertains to all Emergency Disaster Service functions, locally and throughout the Pendel Division. Within the City of Philadelphia, work with DHQ, the Divisional Secretaries for Greater Philadelphia, and Program Directors to develop and maintain business continuity plans in the event operations are disrupted by disaster.

Requirements

• Bachelor’s Degree in related field or technical training in Emergency Management.
• At least four years of prior employment experience in EDS operations or Emergency Management.
• At least two years of prior supervisory experience, which includes employment/volunteer recruiting and performance management.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
• Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
• Willingness to work irregular hours.
• Basic computer skills including a good working knowledge of MS Word, Excel, and PowerPoint.
• Precise verbal communications and active listening skills are required.
• Excellent presentation skills.
• Pennsylvania's Child Protective Services Law requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check, and PA DHS Criminal Record/Fingerprint Check. In addition, completion of a Pennsylvania approved Child Abuse Recognition and Reporting Training is necessary prior to employment.

Responsibilities

• Provide overall leadership in the development and operations of the Divisional Emergency Disaster Service Program.
• Work with EDS staff regarding professional development to facilitate maximizing their individual potential while increasing Divisional capacity.
• According to department policy, responsible for overseeing all emergency response throughout the Division.
• Coordinate disaster response and recovery operations throughout the Division.
• Provided management supervision and oversight to EDS staff.
• Responsible for the overall planning for disaster preparedness, response, and recovery throughout the Pendel Division.
• Implement response and recovery plans for large-scale disaster operations.
• Build and maintain a positive relationship between The Salvation Army and Philadelphia Office of Emergency Management, Fire Department and Police Department, as well as other city agencies as required.
• Build and maintain a cooperative and collaborative relationship with state Emergency Management agencies in PA and DE, as well as appropriate regional and county emergency management entities.
• Build and maintain a cooperative and collaborative relationship with other emergency response agencies, such as Red Cross, FEMA, and VOAD.
• Build, develop, and maintain a volunteer base, in accordance with SA Volunteer policies, that is able to respond properly to calls for emergency services, canteen, and other services.
• Ensure all EDS equipment, vehicles, assets, and facilities are maintained in a neat and orderly fashion at all times.
• Gather and report statistics on EDS related activities and operations in a timely and professional manner.
• Be able to identify and interpret The Salvation Army’s programs, services, and positional posture, when required and approved, to the public.
• Build and maintain relationships with local EDS and corps programs within the Pendel Division.
• Accompany Donor Relations personnel to meetings with donors, reflecting credit on The Salvation Army and the EDS operations in Pendel.
• Support community engagement activities throughout the Division.
• Serve as a Salvation Army representative at official functions, meetings, and events whenever necessary and/or required.
• Provide leadership and direction in the implementation and maintenance of a comprehensive emergency disaster services program, which includes the development of business continuity plans for Divisional Headquarters and for social services programs operating within the City of Philadelphia.
• Work with Corps Officers and Social Services/Shelter Directors to develop business continuity plans in the event of business interruptions impacting the safe shelter and care of housing program participants, analyzing operations information and evaluating alternative options to assist in choosing/recommending the best solution to solve problems.
• Respond to the scene of any emergency or disaster within the division, providing on-site evaluation and expanded services if necessary.
• Ensure all volunteers are properly trained and certified, and, in accordance with Divisional Volunteer Policy, that periodic criminal history and driver’s license checks are conducted.
• Develop and implement Divisional Emergency Disaster Training programs, as required and approved.
• Develop and conduct seminars and conferences, which seek to broaden the understanding of EDS and business continuity planning.
• Develop and implement disaster related plans, procedures, and guidelines.
• Coordinate and engage with Divisional EDS Committee and program leadership throughout the Division.
• Coordinate with FEMA Region 3 office, as necessary or required (based in Philadelphia), on behalf of Territory.
• Work with the Development Department to produce Emergency Disaster Services literature and material as needed.
• Maintain sound fiscal management for the EDS department.
• When working wear appropriate Salvation Army or business attire.
• Performs related duties as assigned.
