About The Position

Public Health – Seattle & King County Environmental Health Services Division is seeking a Division Systems Administrator (Administrator II) to join its team. This role requires strong organizational skills and a people-centered approach to ensure systems such as hiring, procurement, and fleet management support the operational needs of staff and provide professional and responsive customer service. The position will work closely with Environmental Health Services Division programs, primarily serving as the liaison to Public Health Human Resources and supporting other administrative responsibilities. A major area of responsibility includes being the central point-of-contact for supervisors, managers, and human resources for position management. This role coordinates hiring process activities and provides day-to-day support for EHS Division program position management. Other areas of responsibility include procurement and serving as a procurement card holder, coordination of fleet activities, coordination of building/facilities related work orders, and coordination of public records and information requests. This position reports to the Deputy Director of Environmental Health Services. This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months. The Environmental Health Services Division promotes healthy and equitable environmental conditions and prevents disease through sanitation, safe food, air, and water, and reduction of exposure to hazardous materials. The division also permits and inspects public pools, spas, pet businesses, plumbing installations, on-site septic systems, and solid waste facilities, and works in partnership with the community to address unhealthy environmental conditions and leads the department’s climate change efforts. Requirements

  • Extensive experience performing advanced coordination and administrative duties in a professional environment OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
  • Experience with accounts payable experience.
  • Clear and concise written and verbal communication skills
  • Strong presentation and meeting facilitation skills.
  • Strong Customer Service Skills
  • Knowledge of basic human resources principles, practices, and laws, and/or skill in researching and analyzing information to gain knowledge in these areas.
  • Demonstrated knowledge of equity and social justice principles and how they can be incorporated in recruiting, hiring, and throughout employment.
  • Ability to maintain strong, positive relationships and collaborate across multiple programs.
  • Demonstrate ability to manage time and adapt to changing priorities; work and multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Demonstrated ability to utilize Microsoft Office suite, including Outlook, Word, PowerPoint, Teams, SharePoint, Excel, Viso, and PeopleSoft, Oracle, Adobe Acrobat, NEOGOV to complete assignments and tasks.
  • Experience developing tools, forms, and systems for staff, supervisors, and managers to simplify following best practices in human resources process-related work.
  • The selected candidate must be able to provide proof of Basic Life Support (BLS) / CPR.
  • The selected candidate must be able to pass a thorough background investigation and Pre-Employment Physical, but findings may not necessarily disqualify an applicant for employment.
  • Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
  • Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
  • Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
  • Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
  • When Public Health responds to an emergency, and in accordance with relevant CLA language and/or KC policy and procedures, we may assign duties outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.

Responsibilities

  • Coordinate with the Public Health Human Resources Office on end-to-end hiring actions and managing HR data for the division; escalate hiring supervisor/manager questions to the Human Resources Office as needed.
  • Consult with and provide support to hiring supervisors/managers on job announcements and hire plan details, providing feedback and serving as an internal technical expert on the hiring process.
  • Provide consultation to hiring supervisors/managers on processes and best practices related to hiring.
  • Maintain and support enhancements of resources and tracking systems on positions, recruitment efforts, and hiring status.
  • Maintain tracking systems for division performance evaluations, merits, executive leave.
  • Coordinate division employee service awards by tracking milestones, ordering recognition items, and maintain division records.
  • Prepare reports and presentations on division hiring goals, efforts, status, and outcomes.
  • Collaborate with hiring supervisors/managers on interview scheduling, prepare interview packets, and collect interview documentation.
  • Perform routine onboarding and offboarding administrative and documentation tasks, including procurement of technical equipment from IT, HelpDesk tickets and coordination with IT etc.
  • Maintain the Environmental Health Services Hiring Board in the SharePoint site.
  • Maintain the Environmental Health Services Division Org chart and the EHS Hiring Resources in the SharePoint site.
  • Support assigned payment card (credit card) activities, which may include responding to inquiries, researching transactions and account information, reviewing documentation, assisting with system related requests, maintaining records, and completing follow up activities.
  • Provide divisional support for credit card procurement (i.e. P-Card) activities.
  • Utilize applicable financial payment systems, including US Bank, Oracle, IExpense, IProcurement to support division activities and operational activities and operational needs.
  • Maintain the ordering and tracking of items ordered and issued to staff, including personal protective equipment.
  • Serve as Environmental Health Services liaison for the division to work with King County Facility Management on submitting work orders, granting access to employees in the Environmental Health Services division to Seattle-King County Public Health work sites.
  • Maintain the ordering and tracking of all the emergency safety and personal protective equipment and supplies for the Environmental Health Services Division.
  • Serve as the Safety Committee representative for the Environmental Health Services Division.
  • Maintain the yearly division software renewals coordinate with KCIT.
  • Represents the Environmental Health Services Division as the fleet coordinator and support sections with fleet activities across division sites.
  • Serve as the division point of contact for public inquiries from the web or referred from within King County.
  • Assist program staff in the compilation of materials related to public records requests.
  • Support personnel activities related to emergency response and surge planning.
  • Support updates and maintenance of EHS Operations SharePoint and Teams channels.
