About The Position

The Information Technology Department seeks a senior manager to lead the City Project Management Office (PMO). The PMO executes technology and innovation initiatives, sustains business value from City products and platforms, and builds organizational capacity for ongoing transformation and improvement. The Division Manager will foster a collaborative, customer-centric culture and help the City deliver solutions that support its organizational and community goals. Working with the Chief Information Officer, Assistant CIO, IT Department Executive Team, City departments, technology partners, and vendors, the Division Manager leads approximately eight contributors. The PMO oversees an average annual portfolio of more than 75 initiatives and focused lifecycle management for more than 40 primary systems across 20 major City departments. Priorities include business process automation, permitting and development services transformation, 3-1-1 contact redesign, AI-based solutions, business tax systems, emergency management technology, and infrastructure initiatives. The role uses agile and waterfall methods, with priorities aligned through the IT Strategic Plan, Annual IT Work Plan, and Objectives and Key Results. Success is measured by cost, schedule, scope and quality, and realization of customer value. The Division Manager is expected to operate as a player-coach: shaping technical work and architectures, developing contributors, working with technology partners, and managing organizational demands to deliver solutions and services.
