About The Position

The primary function of this position will be responsible for the overall operation of the Facilities & Capital Projects Division, including facilities maintenance, asset management, capital planning, environmental compliance, procurement, and vendor management. This position will lead the development and execution of the Capital Improvement Plan (CIP), oversee complex capital projects, and ensure the efficient operation and long-term performance of all Association-owned assets, including pools, playgrounds, trails, lakes, dams, and supporting infrastructure. The Association maintains a diverse and complex portfolio of assets, including 15 pools, 40 playgrounds, 55 miles of paved trails, 100 footbridges, lakes and dams, athletic courts, fleet, and related infrastructure systems. This position ensures the effective lifecycle management of these assets in service of the Reston community. The Division Director serves as a member of the Senior Leadership Team (SLT) and partners closely with the CEO to align infrastructure operations and capital investments with the Association’s strategic plan and financial sustainability goals.

Requirements

  • Master’s degree (preferred) and/or Bachelor’s degree in Facilities Management, Engineering, Construction Management, Parks & Recreation Administration, Public Administration, or a related field.
  • Seven (7) to ten (10) years of progressive leadership experience in facilities management, infrastructure operations, capital project administration, or a related field.
  • Demonstrated experience managing multidisciplinary teams and complex capital improvement programs.
  • Strong knowledge of facilities lifecycle management, infrastructure systems, and capital planning principles.
  • Experience with procurement processes, contract negotiation, and vendor management.
  • Financial acumen, including budgeting and capital forecasting.
  • Ability to analyze operational and asset data to drive strategic decision-making.
  • Strong leadership, organizational development, and change management skills.
  • Excellent interpersonal, written, and verbal communication skills, including community-facing presentations.
  • Ability to build strong relationships and collaborate effectively across all levels of the organization.

Nice To Haves

  • Professional certification(s) such as Facility Management Professional (FMP), Project Management Professional (PMP), or Certified Parks and Recreation Professional (CPRP), is highly preferred.
