About The Position

The Georgia Tech Research Institute (GTRI) is seeking a Division Chief Scientist for the Electronic Systems Lifecycle (ESL) Division, located in Warner Robins, Georgia. ESL focuses on research and engineering support across the entire lifecycle of electronic systems, primarily for Robins Air Force Base. The division specializes in advancing Electronic Warfare (EW) and related technologies, covering system prototyping, technology insertion, modernization, Test and Evaluation (T&E), cybersecurity engineering, and system analysis. ESL is crucial for enhancing both new and existing systems and platforms.

Requirements

Extensive experience in projects and/or program management (at GTRI, this could include being a task lead with budgetary authority).
Extensive experience in program development, including sponsor relations, writing whitepapers, and leading proposal efforts.
Demonstrated expertise in one or more technical areas relevant to the Division: electronic systems development, software development, system security engineering/cybersecurity, electronic systems testing, and systems engineering.
Ability to obtain and maintain a DoD Top Secret Security Clearance.
U.S. Citizenship.
Candidates must be able to obtain and maintain an active security clearance.

Nice To Haves

Active Top Secret Clearance.
Prior leadership of IRAD projects and experience with IRAD proposals and execution.
Strong background in facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders.
Excellent communication skills.
Experience with systems engineering processes and methodologies applicable to complex systems.
Understanding of radar and/or electronic warfare systems.
Experience with test and evaluation.
Experience with Python, C/C++, C# or other languages.
Experience with system security engineering/cybersecurity.

Responsibilities

Oversee the division’s internal research and development (IRAD) program, ensuring IRAD activities maintain and grow the division’s competitive position.
Formulate and execute key elements of the division’s strategy.
Work closely with researchers and unit leads to align IRAD with other investments and awards.
Develop collaborations across other labs, particularly with other Division Chief Scientists.
Represent the division’s opportunities and challenges through reporting to the Lab Chief Scientist.
Connect with the broader research and sponsor community.
Oversee the division IRAD portfolio, including financial and technical oversight, and liaison with the ELSYS Chief Scientist.
Partner with division leadership to create division strategic plans, sponsor-engagement opportunities, and proposals.
Lead preparation for division inputs to the ELSYS Quarterly Strategy Milestone Review.
Develop research in new research thrust areas by identifying new research areas for development based on technology trends and Government spending trends and priorities.
Lead white paper and proposal efforts, serving as the point of contact for collaboration within GTRI.
Encourage publication within the division.
Form strategic relationships with key subject matter experts across GTRI and Georgia Tech.
Design and implement complex engineering solutions for a variety of hardware and software-based systems.
Provide systems design expertise and collaborate across multiple engineering disciplines and domains.
Lead multi-disciplinary agile technical teams, ensuring research product development closely tracks with system requirements.
Develop requirements, system architectures, test plans, procedures, scripts, data, reports, and other related formal project documents.
Interface directly with sponsors to understand needs and address technical and programmatic concerns.
