About The Position

Subject to management approval of the Data and Informatics Bureau Chief, serves as the department's lead subject matter expert in public health informatics, providing strategic and technical leadership for enterprise data and analytics capabilities. Oversees planning, design, and implementation of informatics solutions related to surveillance systems, cloud platforms, database and data-lake architecture, data standards, and integration with internal and external systems and datasets. Performs a full range of highly responsible administrative and managerial functions as head of the Division of Informatics, including staff supervision, work planning, and performance management. Ensures secure, efficient, and standards-based data exchange across agencies, local health departments, healthcare providers, and external partners. Manages, directs, controls and evaluates the Division's grant programs. Plans and organizes the division's budget and makes appropriate fiscal recommendations. Serves as the Division's full line supervisor.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in public health informatics, health data systems, or enterprise data environments.

Nice To Haves

  • Three (3) years of experience leading or managing technical teams or large-scale informatics projects.
  • Three (3) years of experience with enterprise analytics, visualization, or Al/ML initiatives in a public sector or healthcare setting.
  • Working knowledge of health data standards and interoperability (e.g., HL7, FHIR, APls).
  • Two (2) years of experience serving as a supervisor.
  • Thorough knowledge of security, privacy and governance considerations as they relate to informatics solutions.
  • Strong ability to communicate complex technical concepts to non-technical leadership and stakeholders.

Responsibilities

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
