POSITION CONCEPT The Lead Distribution Design Technician (DDT) supports Tampa Electric Company’s (TEC) distribution system construction and maintenance projects. The Lead DDT serves as an essential point of contact to customers, external contractors, and all governmental agencies. The Lead DDT is responsible for Work Request review and approval for accuracy and completeness for internal DDT’s and external contractors. The Lead DDT serves as a Subject Matter Expert (SME) on power quality issues in relation to the Distribution Design function.

Requirements

  • Minimum of a High School Diploma or equivalent certificate.
  • Valid Florida State driver’s license and safe driving record.
  • FDOT Maintenance of Traffic (MOT) certification.
  • Power Pros Distribution Design Certificate from Skills Training Center.
  • Minimum of 2 years of direct work experience at the Senior DDT level performing the Duties & Responsibilities of this position is required.
  • Sustained above expected performance as a Senior DDT;
  • Demonstrated effective leadership and team skills;
  • Able to plan and perform work independently, while adapting work according to changing priorities;
  • advanced technical skill and knowledge of functional area of work with the ability to effectively adapt standard techniques, processes, and procedures as needed;
  • apply strong judgment and demonstrate initiative in developing solutions to complex or recurring issues.
  • Strong computer application skills including: WorkPro, GIS, PoleForeman, CIS, DOD, DE Toolkit, Voltage monitoring software, and Microsoft Office.

  • College Degree or technical certification may substitute for a portion of the minimum experience requirement.
  • Experience managing large Capital projects in excess of $1 million.
  • Direct experience in Service Area with knowledge of local system and critical customers.
  • An above average level of knowledge regarding power quality issues, including: Protection Coordination Voltage effects on electrical appliance and electronic devices Causes of Voltage drop and flicker and the most cost-effective solutions Reasons for voltage reduction and resulting effect on power quality Radio and TV interference causes and fixes Load transfer recommendations

Responsibilities

  • Meet with customers to conduct needs and feasibility assessments on new construction projects and load additions, and to determine the schedule and required completion dates of different construction phases.
  • Meet with the DOT, county, municipalities, and other utilities and contactors to preplan construction and determine impacts to existing roads and utilities.
  • Represent customers in weekly POW meetings with involved TEC departments.
  • Manage communication to all entities involved in construction activities, documenting updates through memos and emails, as necessary.
  • Provide project management of large projects that potentially have a need for coordination over many years, including large retail stores, schools, or residential communities.
  • Create and/or process Work Requests (WR) in the Work Management System (WMS).
  • Divide jobs into phases and crews, establishing different WR’s for each crew involved, including overhead line crews, underground line crews, service crews, and grounding contractors.
  • Enter and continually update targeted schedule dates, work status, and other project details in WMS for all associated WR’s.
  • Assist the service area DDT’s with determining the most economical and reliable solution for the customer and TEC’s distribution system.
  • Assist DDT’s in load analysis using appropriate software and determine the optimal equipment and material necessary, ensuring compliance with all TEC Distribution Engineering Standards and respective regulatory requirements.
  • Using TEC’s GIS system, assist DDT’s in entering WR’s, establishing proper connectivity, and inputting all compatible units (CU’s) for materials and labor.
  • Assist the DDT’s in resolving identified errors in GIS and that all WR’s upload properly into WMS.
  • Review GIS prints of DDT’s for accuracy and clarity.
  • Serves as the SME resource for the service area DDT’s on TEC’s GIS system.
  • Oversee the production of construction prints and right-of-way permit drawings for Field Construction, Operations, and contractors.
  • Verify locations of TEC’s existing and proposed equipment and any other non-TEC owned assets such as water, sewer, storm, gas, and telephone liens are adequately identified on the construction prints and equipment specifications are captured.
  • Verify WR activities are correctly coded and charged to the appropriate accounts for Capital and O&M projects.
  • Assist DDT’s in producing cost estimates (including labor, materials, and vehicles) and determining CIAC charges as necessary.
  • Using visual and physical inspections, examine the integrity of the TEC distribution facilities to determine the need for maintenance replacements or upgrades.
  • Serves as SME on power quality issues and may be required to interface with large industrial customers along with the service area Operations Engineer.
  • May be required to investigate and respond to, or assist the Operations Engineer in responding to Public Service Commission inquiries and complaints.
  • Serve as the service area project lead for Osmose pole inspections and replacements.
  • Keep track of completed and in-process WR’s associated with the TEC storm hardening plan.
  • Work closely with the service area Operations Engineer in customer relations, power quality investigations, and informal and formal PSC complaints.
