About The Position

The Accounting Specialist supports Disaster Recovery Programs by ensuring compliance with complex state and federal regulations governing disbursement of funds and grant management. The specialist will review reimbursement requests, verify vendor setup in the North Carolina Accounting System, perform various accounting functions such as journal entries, expenditure audits, and grant reporting. Working closely with the Grants Accounting Manager and Accounts Payable Supervisor, the specialist helps oversee invoice processing, financial reporting, and internal control procedures. Given the high volume of grant funds ranging from $115M to $750M annually this role is essential for maintaining accurate records, meeting financial obligations, and ensuring the agency remains compliant with diverse and evolving grant requirements. In this position, the specialist will be expected to verify accounting documents (for accuracy and completeness) in order to present the findings in oral and written form, along with maintaining effective working relationships with representatives of related contact agencies, departmental staff, and the general public by demonstrating knowledge of state financial regulations and federal grant requirements. The primary purpose of the Department of Public Safety Controller’s Office is to apply Generally Accepted Accounting Principles (GAAP) and Department policies and procedures to ensure that all departmental financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations. The Controller’s Office at the agency level has oversight responsibility for the department and is accountable to the Office of the State Controller to preserve the integrity of that data. The objective of the Disaster Grants section is to ensure fiscal accountability of the use of funds awarded to the agency from various sources. This includes but is not limited to compliance, interpreting, and applying federal regulations, cash management, and reporting of expenditures. The agency receives federal grants, cooperative agreements, state grants, and private grants.

Requirements

  • Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate’s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), methods, procedures, and/or accounting practices
  • Experience reconciling financial data, documents, and/or reports
  • Experience utilizing Microsoft Excel functions
  • Experience using the North Carolina Financial System (NCFS) and/or other electronic accounting system(s)
  • Experience with state and/or federal grants
