About The Position

The Department of Housing Preservation and Development (HPD) is seeking a Disaster Recovery Grant Manager to join the Compliance & Strategy Team within the Office of Compliance & Risk Management (CRM). This office is responsible for ensuring fairness, consistency, and equity in HPD's engagements, including compliance, oversight, and hearing functions. The CRM collaborates with various HPD programs to ensure adherence to federal, state, and city laws, regulatory requirements, policies, and procedures. The Disaster Recovery Grant Manager will play a crucial role in supporting agency teams in managing grant-funded programs, with a particular emphasis on Community Development Block Grant Disaster Recovery (CDBG-DR) grants provided by the U.S. Department of Housing and Urban Development (HUD) following natural disasters.

Requirements

  • Candidates must meet the qualifications of Administrative Staff Analyst.
  • A minimum of five years in relevant and related roles demonstrating successful project management capacity and increasing levels of responsibility.
  • Demonstrated ability to interpret complex legislation, regulations, and policy requirements, and translate them into clear operational guidance and practical implementation approaches.
  • Strong attention to detail and excellent organizational and problem-solving abilities.

  • Ability to balance a variety of projects and priorities for a fast-paced, high-volume workload.

  • Only those candidates with a permanent Administrative Staff Analyst title or who are reachable on the existing civil service list will be considered.
  • Minimum Qualifications: 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience. 3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience. 4. A four-year high school diploma or its educational equivalent and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience. 5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience.

Responsibilities

  • Coordinate between programs administering CDBG grant funds across the agency and external partners, including NYC OMB, NYC HRO, NYC Law Department, MOCEJ, and HUD.
  • Implement and maintain infrastructure for monitoring, documenting, and reporting compliance with CDBG-DR regulations for internal teams, contractors, and subrecipients.
  • Supervise a CDBG-DR Grant Compliance Manager.
  • Collaborate with administrative and program staff to implement plans, policies, and strategies for effective compliance with federal and program policies, working with various HPD offices (ONS, DEV, APM, OPS, OFA, OLA).
  • Provide guidance and resources to HPD staff and contracted parties on requirements, including developing policies, procedures, and training materials; assisting with vendor oversight; and ensuring audit-ready records.
  • Coordinate with the Office of Finance & Administration to ensure funding levels and budgetary requirements are met, troubleshoot funding issues, track fund disbursements, and monitor expenditures and vendor compliance.
  • Conduct risk analyses to identify potential compliance concerns and internal control weaknesses, developing best practices to mitigate risks with assistance from NYC OMB, Law, and other experts.
  • Provide documentation to support drawdowns for OMB, assist with data requests and regular reporting for CDBG-DR funded programs, and work with HPD’s Audit Support team for external audits, monitoring, or investigations, recommending and ensuring implementation of corrective action plans.
