About The Position

The Directorate Manager - UEC / Medicine role is responsible for providing management support to the Divisional General Manager, developing and implementing business plans, and improving service delivery, workforce development, and patient pathways. The post holder will take a lead role in managing key objectives, ensuring business, finance, performance, risk management, and governance are appropriately handled within the Directorate. They will also facilitate staff development and ensure effective communication systems. The role contributes to the clinical, business, and corporate success of the Trust, establishing policies for new areas and being responsible for their own professional actions.

Responsibilities

  • Provide business and operational management support to the Divisional General Manager and Senior Matron.
  • Develop business plans for the Directorate in conjunction with the Divisional General Manager.
  • Identify opportunities for new markets and schemes to generate additional income.
  • Develop appropriate strategies for inclusion in the business plan to capitalize on income-generating opportunities.
  • Formulate and implement long-term strategic plans for the Directorate.
  • Ensure robust performance monitoring within the Directorate and achievement of contractual targets and standards.
  • Provide appropriate financial and activity information to the Directorate and support budget management.
  • Ensure quality standards, both agreed with commissioners and dictated by national policy, are achieved.
  • Establish local quality standards to improve patient care and Directorate efficiency.
  • Identify and implement centralized functions across the Directorate to generate cost and service efficiencies.
  • Develop a Directorate strategy to enhance quality standards in line with Trust objectives.
  • Ensure quality initiatives are coordinated, implemented, and reviewed.
  • Address operational issues arising from governance reviews and ensure action plans are implemented.
  • Identify opportunities for change to improve clinical practice, quality, or efficiency.
  • Manage a delegated budget to ensure income and expenditure balance.
  • Independently produce monthly reports on income and expenditure, activity against plan, and projected trajectories, explaining variances.
  • Develop and produce monthly performance reports, key performance indicators, and other ad hoc reports.
  • Oversee and support integrated clinical work streams in achieving key targets and unified pathways.
  • Establish effective two-way communication with all staff within the Directorate and the Trust, managing complex and sensitive information.
  • Ensure appropriate communication processes are in place to cascade information within the directorate and take corrective action as necessary.
  • Promote the achievements and activities of the Directorate internally and externally, preparing marketing and public relations information.
  • Ensure Team Briefing is operating effectively within the Directorate and take corrective action as necessary.
  • Oversee the management of the Directorate Team, including establishment, skills mix, and delegated authority.
  • Agree performance objectives for staff and monitor progress.
  • Be conversant with employment practices and policies and be responsible for staff recruitment within the Directorate.
  • Develop and support training and education programs to facilitate specialty development.
  • Oversee the investigation of complaints within the Directorate and ensure appropriate action is taken.
  • Contribute to the development of the business plan for the directorate in line with the Trust’s objectives.
  • Lead on the centralized operational delivery of all local and national enhanced services and other schemes or projects.
  • Support the Divisional General Manager in preparing business cases for opportunities and investment proposals.
  • Ensure activity and quality targets are met.
  • Identify and undertake risk assessments related to contract or business success, and produce contingency plans and options appraisals.
  • Implement agreed plans as necessary.
  • Participate in workforce planning within the business planning process.
  • Ensure a full performance appraisal program is implemented and all employees have a personal development plan.
  • Work within the framework of the Trust Human Resources strategy, policies, and procedures, and facilitate compliance within the directorate.
  • Review systems and patient processes within the directorate for continual improvement of services and patient flow, particularly for streamlined pathways, producing recommendations and action plans.
  • Have operational responsibility for the implementation of projects, as agreed with the Divisional General Manager.
