Scotiabank's Procurement function is at a pivotal moment — driving strategic value, commercial discipline, and innovation as the Bank accelerates its digital and AI transformation. As Director, Technology Sourcing & Supplier Management, you'll lead sourcing strategy and supplier management for the Bank's global Technology portfolio — one of our largest, fastest-evolving, and highest-impact spend categories. You'll set direction across SaaS, cloud & hyperscalers, infrastructure, software, IT labour, networks, and emerging tech, and lead a high-performing team of sourcing professionals. Partnering with Technology, Risk, Legal, Finance, and senior business leaders, you'll shape enterprise-wide commercial strategies, negotiate the Bank's most strategic technology agreements, and ensure Procurement is a trusted advisor to the business.

Requirements

  • Minimum 10 years of progressive strategic sourcing / procurement experience, including meaningful leadership of enterprise technology categories.
  • Bachelor's degree required; CPM, CPSM, CIPS, or equivalent designation preferred.
  • People leadership experience : building, coaching, and developing high-performing teams in complex, matrixed organizations.
  • Deep expertise in SaaS pricing models, cloud consumption economics, software licensing (perpetual, subscription, token-based), IT labour rate cards, MSA/SOW constructs, and hyperscaler agreements.
  • Proven ability to lead strategic supplier relationships at the executive level and influence VP/SVP/EVP stakeholders.
  • Strong commercial acumen, negotiation capability, and strategic thinking, with a track record of driving significant, measurable value.
  • Hands-on with spend analytics, supplier segmentation, TCO modelling, and benchmarking.
  • Understanding of third-party risk and regulatory expectations in financial services (or another regulated environment).
  • Familiarity with e-sourcing, CLM, and supplier management platforms.
  • Clear executive presence, results orientation, and demonstrated ability to drive rapid and significant change.

Responsibilities

  • Own the global Technology category portfolio: set strategy, priorities, and multi-year roadmaps aligned to Technology and enterprise objectives.
  • Lead, coach, and develop a team of Senior Managers and Managers; build succession, deepen bench strength, and foster an inclusive, high-performance culture.
  • Engage senior executives (VP/SVP/EVP) across Technology and business lines as a trusted commercial advisor on supplier strategy, risk, and spend.
  • Direct end-to-end sourcing for the Bank's largest technology deals from opportunity assessment and market intelligence through negotiation, contracting, and benefits realization.
  • Shape category strategies across SaaS, cloud, software licensing, IT professional services, infrastructure, and telecom anchored in spend analysis, supplier capability, TCO, and market trends.
  • Lead high-stakes negotiations balancing TCO, consumption vs. subscription models, service levels, flexibility, exit rights, and long-term business needs.
  • Own strategic supplier relationships at the executive level: performance governance, escalations, innovation partnerships, and continuous improvement.
  • Drive portfolio optimization: renewals, consolidation, license and vendor rationalization, and demand management across the enterprise.
  • Partner with Third-Party Risk, Legal, Compliance, and Finance to ensure alignment with policy, regulatory expectations, and the Bank's risk appetite — including obligations under the Operational Risk, Regulatory Compliance, AML/ATF, and Conduct Risk frameworks.
  • Champion procurement best practices: category planning, SRM, negotiation excellence, benefits realization, and disciplined pipeline execution.
  • Ensure consistent application of Procurement processes across business lines and geographies.
  • Understand how the Bank’s risk appetite, risk culture and risk policies & processes should be considered/adhered to in day-to-day activities and decisions.
  • Create an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
