We are seeking Technical Program Managers who are passionate about marrying technology with business strategy to join our team. As a Technical Program Manager, you’ll have the opportunity to be on the forefront of driving major technical transformations and scaling platform capabilities across Capital One. About the Team: As a Director of Technical Program Management (TPM) on Capital One’s Enterprise Data team, you will execute on high priority enterprise level initiatives, influence across our organization and drive the implementation of Capital One’s future API strategies. Specifically, you will be partnering closely with Product, Engineering, Machine Learning and Supplier Management teams to drive and own upcoming API goals end-to-end. This includes outlining business priorities, deep engagement on Product planning and defining milestones which are tied to annual OKRs & success metrics. This role will be responsible for big picture thinking, strategic direction, presenting to executive/senior stakeholders and holding engineering teams accountable for overarching delivery goals. Expect to lead high-impact projects, foster a culture of continuous improvement and play a pivotal role in shaping the future of data management within the organization

Requirements

Bachelor's degree in a technical field
At least 7 years of experience managing technical programs

Nice To Haves

7+ years of experience designing and building solutions using distributed computing or service oriented architecture (SOA)
3+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS
3+ years experience building highly scalable products & platforms
3+ years of experience with Agile delivery
3+ years years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact
Experience in building systems & solutions within a highly regulated environment
MBA or Master’s Degree in a related technical field (Computer Science, Software Engineering)
PMP, Lean, Agile, or Six Sigma certification
3+ years of people management experience or influencing organization as an IC
Experience driving platform standardization across multiple product portfolios or lines of business
Track record of building TPM maturity (operating models, career frameworks, metrics) at scale within engineering organizations
Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership

Responsibilities

Contribute to the organization’s TPM / Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios
Drive development of and alignment on program roadmap anchored in business objectives, definition of done, technical solutions, and sequencing of dependencies
Lead cross-platform technical investment planning and ensure architectural alignment toward long-term platform convergence and reuse
Serve as an executive-level escalation point for program risks, influencing technology leaders to make data-driven tradeoffs between speed, cost and resiliency
Ensure definition of measurable outcomes of platform success (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across multiple engineering teams
