Team Description: The Global Payment Network (GPN) Technology organization manages critical payments infrastructure to facilitate high-throughput, secure global transaction processing. Our Technical Program Management (TPM) teams are vital to GPN’s success. These teams leverage deep technical acumen and systems thinking to drive the architectural alignment, technical strategy, and execution of the organization’s objectives and key results. They improve scalability and system resilience within the GPN engineering lifecycle, with a focus on ownership of complex technical dependencies, cross-functional engineering roadmaps, and the robust delivery of global financial infrastructure.

What You’ll Do: As a Director of Technical Program Management (TPM), we’re looking for someone that can help us lead programs that deliver on critical business goals and build large scale products & platforms that will help Capital One customers have incredible experiences. In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.

Requirements

• Bachelor's degree in a technical field
• At least 7 years of experience managing technical programs

Nice To Haves

• 7+ years of experience designing and building solutions using distributed computing or service oriented architecture (SOA)
• 3+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS
• 3+ years experience building highly scalable products & platforms
• 3+ years of experience with Agile delivery
• 3+ years years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact
• Experience in building systems & solutions within a highly regulated environment
• MBA or Master’s Degree in a related technical field (Computer Science, Software Engineering)
• PMP, Lean, Agile, or Six Sigma certification
• 3+ years of people management experience or influencing organization as an IC
• Experience driving platform standardization across multiple product portfolios or lines of business
• Track record of building TPM maturity (operating models, career frameworks, metrics) at scale within engineering organizations
• Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership

Responsibilities

• Contribute to the organization’s TPM / Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios
• Drive development of and alignment on program roadmap anchored in business objectives, definition of done, technical solutions, and sequencing of dependencies
• Lead cross-platform technical investment planning and ensure architectural alignment toward long-term platform convergence and reuse
• Serve as an executive-level escalation point for program risks, influencing technology leaders to make data-driven tradeoffs between speed, cost and resiliency
• Ensure definition of measurable outcomes of platform success (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across multiple engineering teams
