About The Position

The Pennsylvania Public School Employees' Retirement System (PSERS) is seeking a Project Manager 3 to serve as the Director of Strategic Project Management. This role involves planning and executing complex information technology projects, utilizing data for strategic recommendations, and collaborating with leadership to ensure organizational alignment. The position will drive innovation through project management and contribute to the adaptation and continuous improvement of IT projects within PSERS, an agency responsible for administering the pension plan for Pennsylvania's public school employees. PSERS manages a fund of approximately $84 billion and supports over half a million members and their school employers.

Requirements

  • Six years of experience in leading IT projects and a bachelor’s degree; or An equivalent combination of experience and training that includes six years of experience in leading IT projects.
  • Must meet the PA residency requirement.
  • Must be able to perform Essential Functions as presented in the linked Position Description.
  • Knowledgeable of the Software Development Life Cycle methodology used in information technology projects.
  • Ability to effectively communicate both written and verbally with stakeholders, executive leadership, and project sponsors.
  • Ability to coordinate multiple projects across the agency while prioritizing.

Responsibilities

  • Overseeing and leading the largest-scale strategic projects.
  • Leading a team tasked with managing concurrent complex information technology and high-priority strategic projects.
  • Developing and facilitating a comprehensive methodology for the agency's project management life cycle.
  • Planning and executing strategic agency-wide projects.
  • Tracking and monitoring the agency's project portfolio.
  • Leading the analysis of projects in the portfolio for anticipated issues and recommending solutions.
  • Ensuring a consistent approach for project delivery.
  • Coordinating with PSERS' Information Technology and Information Security Offices to ensure IT change management is thoughtfully and deliberately included in this governance construct.
  • Serving as the primary governance liaison to senior leaders and the executive staff on matters related to initiatives and projects in the portfolio.
