About The Position

This position is accountable for the implementation of District projects for the utility through overseeing and ensuring the completion of planning, implementation, monitoring, and turnover of project efforts that utilizes the Grant PUD Project Management Framework and project management best practices. Manages project managers, project coordinators, construction managers, construction inspectors, project controls specialists, supervisors, analysts, and other staff as assigned while advancing the Enterprise Project Management Office (EPMO) Project Management Framework. Provides resources, removes barriers, develops different areas of organization, and clarifies expectations. Provides project oversight in a manner that decreases project delivery risk to produce safe and quality outcomes efficiently. Delivers project results that are aligned with organizational strategy. Serves as the primary contact for project management services and practices for the section of the business represented by their respective department (within and external to the EPMO). Provides briefings to business leadership on project and project portfolio performance.

Requirements

  • Bachelor’s Degree in Project Management, Engineering, Science, Construction Management, Business, Communications, Organizational Development, or related field OR 2 additional years of relevant experience in lieu of degree.
  • Seven (7) years project management experience which includes two (2) years of people leading experience or leading cross-functional projects/teams.
  • Possess the following certifications: Project Management Professional (PMP) at time of hire or within 18 months of hire
  • Prosci Change Management certification at time of hire or within 12 months of hire.

Responsibilities

  • Manage implementation of assigned projects, collaborate effectively with team members and stakeholders, and lead through influence in a complex, matrixed environment.
  • Ensure utilization of the EPMO’s Project Management Framework and industry best practices.
  • Support the continual maturity advancement of the EPMO in various capacities including as an active member of the EPMO management team, leading strategy development of their respective department, representing the EPMO internally and externally as directed, and participates and contributes to the development of project management standards, processes, and tools.
  • Lead the growth and development of the staff within their respective EPMO department.
  • Direct, mentor, and train Grant PUD staff and hold staff accountable in the appropriate application of project management standards and processes.
  • Deliver major projects through the EPMO (ranging from approximately one to hundreds of millions of dollars).
  • Hire, develop, and supervise EPMO staff - Grant PUD employees and contracted resources.
  • Support, train, and mentor staff on project management and as appropriate organizational change management and continuous improvement.
  • Ensure projects are appropriately planned and project managers are prepared and capable prior to beginning the execution phase of a project and/or the District committing to contracts or similar which create risk situations for the District.
  • Oversee and may administer contracts with consultants and contractors.
  • Facilitate coordination among a large group of individuals, including managers, supervisors, and staff in many different departments; work cohesively with these individuals to identify, plan, and deliver various projects; provide dependency management across projects and programs; organize meetings; provide program and project status updates.
  • Track project performance and act as a primary liaison between Project Management staff and upper management; provide project budget information to the Utilities’ budgeting team; monitor project related business and operating risks; reduce project risk through common practice and quality assurance.
  • Collaborate and coordinate internal and external to the EPMO to provide management and tasking of shared resources, selection of project delivery methods by project, and development of alternative project delivery methods appropriate to a project.
  • Assist with developing project proposals.
  • Review and approve all project proposals for all assigned EPMO projects within their respective department.
  • Maintain skill sets and awareness of best practices for project management.
  • Support the portfolio management function to develop and manage their respective program plan/roadmap, ensuring projects within the program are sequenced to address dependencies.
  • Work to ensure that process improvement and change management are appropriately addressed for assigned projects.

  • Operate a GPUD vehicle for business purposes, if needed.

  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
