About The Position

The Director, Project Management Office is a key leadership role responsible for overseeing the PNE’s Project Management Office and advancing projects aligned with the organization’s strategic priorities and HP-PNE Master Plan. Working under the direction of the Vice President, Facilities, Maintenance & Master Plan Projects, this role provides strategic leadership and oversight to support the successful planning and delivery of projects across the organization.

Requirements

  • Advanced degree in Business, Public Administration, Architecture, Engineering, Planning or a project related discipline or an equivalent combination of education and experience.
  • Significant experience with building construction/renovation projects is required.
  • Project Management Professional (PMP) certification is required.
  • 7 to 10 years of senior Project Management experience with increasingly complex projects is required.
  • Previous experience implementing effective change management is required.
  • Formal training in Project Management methodologies consistent with those provided by PMI (Project Management Institute).
  • Demonstrated knowledge and application of Project Management methodologies, processes, standards and policies to achieve project success.
  • Ability to manage large workloads, stakeholders, and competing priorities to achieve project goals.
  • Strong analysis and problem-solving skills that balance both a focus on detail and a high-level view for assignments.
  • Ability to inspire cooperation, gain support, and drive consensus between stakeholders with differing perspectives.
  • Skillful communicator with experience in interest-based conflict resolution and negotiation.
  • Ability to write, organize and maintain project documentation, prepare status reports and summaries.
  • Successful candidates must undergo a Criminal Record Check.

Nice To Haves

  • Previous experience with large site master plan work and development is preferred
  • Previous head of PMO experience is preferred
  • Knowledge or experience with the COV structure, processes and systems is preferred

Responsibilities

  • Provide overall leadership to the PNE’s Project Management Office(PMO).
  • Develop and implement strategic vision for the PMO that is in alignment with PNE strategic plans, corporate priorities, HP-PNE Master Plan and other organizational objectives.
  • Work with the department VP and collaborate with all stakeholders in advancing the Master Plan visions.
  • Provide leadership, guidance, and direction to the PMO team, fostering a culture of accountability, collaboration, and continuous improvement.
  • Define and manage the organization's capital project portfolio, ensuring alignment with business priorities and resource optimization.
  • Develop a corporate project management framework to standardize policies, procedures and tools used to deliver projects at the PNE.
  • Work with teams across the organization to implement and monitor project management tools. Conduct training on project management best practices and fundamentals.
  • Plan projects in detail. Clearly identify project charter, scope, budget and schedule as well as project risks, project organization and project management approach.
  • Develop RFPs, coordinate procurement processes and supervise consultants as required.
  • Optimize resource allocation and utilization across projects to maximize efficiency and productivity. Collaborate with department heads to identify and address resource gaps or constraints.
  • Develop and implement risk management strategies to identify, assess, and mitigate project risks. Provide guidance on risk mitigation and contingency planning.
  • Define key performance indicators (KPIs) for project performance and monitor/report on these metrics regularly.
  • Foster effective communication between project teams, stakeholders, and executive leadership.
  • Provide regular updates on project status, risks, and mitigation strategies to ensure transparency and alignment with organizational goals.
  • Collaborate with finance and project teams to develop and manage project budgets. Monitor financial performance and take corrective actions as needed.
  • Evaluate, implement, and optimize project management tools and technologies to enhance efficiency and collaboration.
  • Proactively advocate PNE interests and operational needs at every stage and ensure the PNE is fully engaged with COV staff and consultants.
  • Work closely with the COV Project Manager to ensure PNE project goals are achieved in unison with City goals.
  • Champion PNE interests with the COV to ensure Hastings Park and PNE capital priorities are represented in the COV's short- and long-term capital plans.
  • Provide PNE oversight and advocacy with COV, stakeholder groups and external consultant teams to ensure all necessary projects studies are funded, procured and completed in a manner that meets the PNE's and Hastings Park's timeline.
  • Conduct PNE facility reviews, infrastructure studies, geotechnical work, parking and traffic flow studies, market assessments, business case studies, feasibility studies, market sounding, funding models, delivery option assessments and construction procurement.
  • Develop plans to phase in all project and capital improvements taking into account the operating implications of construction and renovation on park, operations and facilities.
  • Prepare reports and briefings for the PNE Executive team, Board of Directors, City Council and the Park Board as required.
