About The Position

Directs the Performance Management and Transit Asset Management team to provide strategic support to all organizations throughout the Authority. Manages strategy plans to improve the Authority’s overall efficiency by instituting, developing and executing performance management initiatives, processes and projects. Leads the core planning and compliance activities pertaining to federal Transit Asset Management requirements and plays a vital role in overseeing CTA’s internal policy and procedural framework to ensure that CTA assets are maintained in a State of Good Repair (SGR).

Requirements

  • Requires a Bachelor’s Degree in Business Administration, Public Administration, Engineering, Finance, Data Analytics, or a related field, and eight (8) or more years or relevant experience of progressively responsible experience in performance management, strategic planning, business analytics, transit asset management, or a related field, of which five (5) years are in a management role, or an equivalent combination of education and experience.
  • Must have experience in managing large, cross functional organizational initiatives from design to completion.
  • Must have experience implementing organizational change management initiatives.
  • Experience managing enterprise-wide performance measurement programs.
  • Detailed knowledge of performance management principles, methodologies, and best practices.
  • Detailed knowledge of transit asset management principles and Federal Transit Administration (FTA) Transit Asset Management requirements.
  • Working knowledge of organizational performance metrics, benchmarking, and continuous improvement methodologies.
  • Strong leadership and employee development skills.

Responsibilities

  • Directs Performance Management staff in partnering with Authority departments to establish, implement, and sustain organizational performance measures, key performance indicators, and reporting processes that support operational, administrative, and technology initiatives.
  • Develops and implements the Authority’s Asset Management policies, strategies, goals, and governance framework to ensure compliance with FTA requirements and support long-term capital planning and objectives.
  • Leads the identification of enterprise-wide performance challenges and directs the development, implementation and evaluation of strategic initiatives to improve Organizational effectiveness and operational performance.
  • Provides strategic leadership and consultation to departments in the development and adoption of key performance indicators, business processes, performance standards, and continuous improvement best practices through effective change management.
  • Develops and implements communication, training, and change management strategies that promote organizational understanding, adoption, and sustainability of performance management initiatives.
  • Develops, monitors, and evaluates enterprise-wide strategic initiatives and cost-saving programs to ensure alignment with the Authority's strategic goals and organizational priorities.
  • Develops and monitors company-wide strategic processes on cost saving initiatives to ensure they are compatible with the CTA’s strategic direction including assisting in the design of analytical tools and reports to facilitate operational performance metric reporting and monitoring to support fact-based strategic decision-making.
  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.
