About The Position

AllCare Health is seeking a Director, People & Culture to partner with the VP of People & Culture and the leadership team to shape and strengthen people practices across the organization. This role offers the opportunity to impact employee relations, workforce planning, organizational effectiveness, compliance, talent strategy, policy development, and change management. The position also serves as a member of the Senior Leadership Team, translating People & Culture strategy into practical solutions to support employees, leaders, and the organization. The ideal candidate will possess strong HR experience, sound judgment, and a collaborative leadership approach, capable of navigating complex employee matters while maintaining a focus on the bigger picture.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Public Administration, or a related field strongly preferred; or equivalent combination of education and experience.
  • 5 or more years' experience as a Human Resources professional with steady HR leadership progression.
  • Experience in problem-solving and conflict resolution.
  • Experience in strategic planning and implementation.
  • Valid Oregon Driver’s License and vehicle insurance.
  • Deep knowledge of People & Culture functions, including talent management, recruitment, employee relations, performance management, compensation, benefits, learning and development, and other core P&C practices.
  • Advanced proficiency with Microsoft Office Suite (Excel, PowerPoint, Outlook, and Word) and Human Resources systems, including HRIS, payroll, applicant tracking systems (ATS), and learning management systems (LMS).
  • Ability to learn and understand programs such as SharePoint and Policy Tech.
  • Ability to analyze workforce metrics and analytics, develop executive-level reports and dashboards, and use data to support strategic decision-making.
  • Knowledge of federal, state, and local employment laws, workplace investigations, HR compliance, and employee relations best practices.
  • Knowledge of project management and organizational change management principles.
  • Excellent written, verbal, presentation, and public speaking skills.
  • Strong organizational, leadership, analytical, critical thinking, and time management skills.
  • Ability to develop policies, procedures, and organizational standards.
  • Experience leading continuous improvement initiatives and process optimization.
  • Ability to facilitate training and leadership development initiatives.
  • Knowledge of diversity, equity, inclusion, belonging, and culturally responsive workplace practices.
  • Knowledge of trauma-informed organizational principles and psychological safety.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to write speeches and articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Job requires specialized computer skills. Must be adept at using various applications including database, spreadsheet, report writing, project management, graphics, word processing, presentation creation/editing, communicate by e-mail and use scheduling software.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and work with several abstract and concrete variables.
  • Regularly required to sit; use hands to finger, handle, or feel and talk or hear.
  • Occasionally required to stand; walk and reach with hands and arms.
  • Must be able to work onsite, as needed.
  • May be able to work from a home office, as needed.
  • Must be able to travel, as needed.

Responsibilities

  • Support the development and implementation of strategic People & Culture plans and policies to align with AllCare Health’s mission and strategy.
  • Collaborate with the VP, People & Culture and management team to oversee People & Culture operations.
  • Ensure compliance with labor laws and stay updated on new developments.
  • Analyze People & Culture effectiveness.
  • Manage labor and employee relations, employee safety, Workers Compensation, and People & Culture Policies and Procedures.
  • Ensure People & Culture operations align with company goals for efficient task execution.
  • Oversee the creation and delivery of People & Culture plans, policies, and initiatives, including recruitment, training, and compensation.
  • Serve as a member of the company's senior leadership Team (SLT).
  • Provide specialized reports to the VP, People & Culture and contribute to the long-term success of People & Culture and AllCare Health.
  • Collaborate on payroll, benefits, incentives, employee engagement, employee retention, talent acquisitions, and overall People & Culture functions.
  • Assist the VP, People & Culture in driving workforce planning, organizational effectiveness, and change management initiatives.
  • Help develop strategic initiatives for the People & Culture department.
  • Monitor employees’ progress toward specific career paths or job designations.
  • Promote equal opportunity and diversity.
  • Monitor company policies and People & Culture department functions for compliance with government regulations and public policy.
  • Coordinate between staff and management and resolve workplace conflicts.
  • Collaborate with the health and safety division, ensuring reporting and handling of worker's compensation needs, proper OH&S policies and procedures, development and execution of health and safety plans, preparation and enforcement of policies, and evaluation of practices, procedures, and facilities to assess risk and legal adherence.
  • Assist with recruitment efforts and devise talent acquisition strategies.
  • Maintain punctual, regular, and predictable attendance.
  • Work collaboratively in a team environment with a spirit of cooperation.
  • Respectfully take direction from leadership.
  • Complete all required training.
  • Perform other duties as assigned.
