Requirements

  • A university degree in a field related to the position assignment (Business Administration), supplemented by seven (7) years progressively responsible experience.
  • Extensive experience in health care procurement, supply chain management, or related operational and strategic environments, including leading complex, multi-stakeholder initiatives and projects.
  • Demonstrated experience leading cross-functional projects involving diverse stakeholder groups such as physicians, nursing leadership, executive teams, frontline clinical staff, policy professionals, and senior decision-makers.
  • Strong knowledge of procurement and contracting practices, including sourcing strategies, vendor management, contract development, and contract lifecycle management within public sector or health care settings.
  • Comprehensive understanding of clinical products and health system supply chains, including market trends, procurement approaches, and operational factors affecting cost, availability, and service delivery.
  • Knowledge of local, national, and global supply chain environments, including emerging risks, market disruptions, and challenges impacting health care operations and procurement.
  • Proven ability to apply strategic and analytical thinking to support project delivery, stakeholder engagement, risk management, and executive decision-making in complex and politically sensitive environments.
  • Strong facilitation, communication, and relationship management skills, with experience leading large multidisciplinary committees, working groups, and stakeholder engagements to achieve consensus and advance organizational priorities.

Responsibilities

  • Provide strategic leadership and operational oversight for divisional priorities, capital planning initiatives, and complex projects.
  • Lead and coordinate high-impact cross-functional projects, ensuring alignment with ministry goals, timelines, budgets, and governance requirements.
  • Support senior leadership by providing strategic advice, briefings, analysis, and recommendations on operational priorities, risks, and emerging issues.
  • Strengthen capital planning and project governance practices through effective monitoring, reporting, risk management, and accountability frameworks.
  • Build collaborative relationships with stakeholders across government, facilitating cross-ministry coordination and issue resolution.
  • Drive operational excellence by improving business processes, reporting frameworks, project management practices, and continuous improvement initiatives.
  • Represent the Division on committees, working groups, and strategic initiatives to support effective decision-making and organizational performance.
