About The Position

The Division of Mental Hygiene (MHy) of the New York City Department of Health and Mental Hygiene is responsible for policy, programs, and provider oversight related to mental health; alcohol and drug use and developmental delays and disabilities. The office of Human Resources Liaison (DHRL), within the Bureau of Division Management provides all non-program support for the Division of Mental Hygiene. Its services include Personnel, Budget, Procurement, Equipment and Facilities Management, Operational support.

Requirements

• A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
• Education and/or experience equivalent to '1' above.
• Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years.
• However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in '1' above.

• Familiarity with workforce challenges specific to behavioral health settings, including burnout, secondary traumatic stress, and retention in high demand public sector environments.
• Excellent interpersonal, communication, and facilitation skills, with the ability to build trust across all levels of an organization.
• Deep knowledge of federal, state, and local employment laws, civil service regulations, and HR compliance requirements.
• Experience working with labor unions and navigating collective bargaining agreements in a public sector or health care environment.
• Strong experience with performance management, employee relations, conflict resolution, and workplace investigations.
• Extensive experience with operationalizing, implementing and evaluative strategic initiatives

Responsibilities

• Work closely with the ED of Operations to create and operationalize and roll out strategic, culture shifts within the Division of Mental Hygiene.
• Partner with the Director of Racial Equity & Social Justice to embed anti-racist, trauma-informed values into workplace policies and practices.
• Collaborate with the Director of Human Resources and agency HR bureau to establish equitable hiring practices and diverse candidate pipelines with intentional strategies to recruit staff that reflect the communities the Division serves.
• Develop processes for onboarding, performance management, separations, and exit interviews in alignment with Division values.
• Conduct regular assessments of workforce demographics, engagement, and turnover, to identify gaps and track progress toward strategic equity goals.
• Identify and coordinate professional development, training, coaching, and continuing education opportunities relevant to behavioral health practice, supervisory skills, and equity competencies.
• Support supervisors in building healthier teams through staff development plans, burnout prevention, conflict navigation, and performance management.
• Plan and manage employee recognition programs and events, mentorship programs, culture-building and teambuilding activities, and retreats.
• Support staff through periods of organizational change, restructuring, funding shifts, and public health emergencies to help maintain morale.
• Represent the Division at agency and City-wide forums on workforce development, behavioral health workforce issues, and diversity and inclusion.
• Perform ad hoc duties as assigned by the ED of Ops, and in alignment with Divisional directives set by the Executive Deputy Commissioner.
