About The Position

The Director is responsible for the daily operations of the Western Statewide Consortium for CTE, providing CTE vision and guidance to participating public schools. This employee will work closely with the SD DOE to develop and implement long-term (four-year) planning for the consortium. This employee will ensure programs and projects are managed in a fiscally responsible manner to meet specific grant and programmatic requirements and assessments while ensuring all federal, state, and local laws are observed.

Requirements

  • Bachelor’s Degree (Master’s preferred) in Business Administration, Education, Accounting or related field and at least 3 years’ relevant work experience.
  • A commitment to post secondary and technical education.
  • Ability to work in a highly self-directed, proactive, and resourceful manner.
  • Demonstrated successful grant management experience in particular, Perkins grant funding.
  • Strong communication, presentation, and relationship-building skills.
  • Ability to travel throughout western South Dakota.
  • Knowledge of K-12 education systems and career and technical education (CTE) pathways.
  • Knowledge in grant, fiscal, and budgetary rules and regulations to include reading and interpreting documents, correspondence, contracts, budgets, grants, and manuals.
  • Knowledge of relevant laws, mandates, standards, requirements, guidelines, or rules pertaining to areas of responsibility.
  • Strong interpersonal communication and problem-solving skills.
  • Demonstrated knowledge of workforce trends and education requirements of the industry clusters.
  • Demonstrated ability to communicate and work with people of diverse educational and personal backgrounds.
  • Experience in coordinating training sessions, workshops, and programs.
  • Demonstrated ability to collect, organize, and report data.
  • Knowledge in Federal, State, and Local laws, including WDTC administrative policies and procedures.
  • Oral and written communication skills to effectively provide detailed information with clarity.
  • Current and ongoing computer skills.
  • Excellent Microsoft Office skills to include adapting to changing technology.
  • Project management, ability to meet deadlines.
  • Ability to work both independently and in team environments.
  • Critical thinking and analytical skills.
  • Demonstrated skills in confidentiality when dealing with all stakeholders.
  • Effectively work with a variety of individuals and personalities with a team approach.
  • Must maintain a current SD driver’s license and possess current vehicle liability insurance.

Responsibilities

  • Provide overall CTE vision and guidance to secondary schools participating in the consortium, providing opportunities for secondary schools and the technical college to collaborate and facilitate: Knowledge transfer, Understanding shared goals, Developing alignment among programs as appropriate.
  • Serve as the fiscal agent, including adhering to federal and DOE accounting rules.
  • Facilitate long-term planning for the consortium, setting out at least a four-year plan to include: Fiscal timelines, Needs assessment timelines, Timelines to assist with all Perkins applications.
  • Maintain policies and procedures for consortium operations to ensure completion of the following: CTE-CLNA, Local application, Annual budget requests, Annual data submission, Inventory policies and documentation, Satisfaction surveys to districts on the operation of the consortium.
  • Develop and coordinate meetings to include the following: Hosting one in-person consortia meeting each school year, Hosting one professional development session for member districts each school year, Completing one in-person visit to each consortium member district each school year, Providing access to at least six career clusters to member districts within the consortium.
  • Be a leader in high-quality CTE in the state from whose experience the secondary members of the consortium can draw from.
  • Participate in monitoring and technical assistance visits with DCTE as necessary.
