About The Position

The Director of Title Services directs and controls a major subdivision of the Bureau of Motor Vehicles and is responsible for establishing statewide policy, operational standards, and strategic direction for all title-related programs. Unlike operational management roles, this position focuses on policy development, statutory interpretation, regulatory compliance, and executive decision-making, rather than daily transaction processing. The Director determines how title programs function statewide, approves procedures, evaluates program effectiveness, and advises executive leadership on legislative, regulatory, and operational impacts. As a member of the Bureau’s executive leadership team, the Director works closely with Legal Services, Enforcement & Compliance, Information Services, branch operations, and external partners to ensure the integrity, accuracy, and modernization of Maine’s vehicle ownership systems.
