About The Position

The Bureau of Administration is committed to delivering strategic support services to strengthen and empower Office of the New York City Comptroller employees as they work toward ensuring the City's fiscal health. We provide service and support in a manner that promotes communication, transparency, and collaboration. These services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management. Reporting to the Executive Director of Compensation & Compliance, the Director of Payroll, Timekeeping & Special Leaves Manager is responsible for directing, coordinating, and performing all activities related to payroll administration, timekeeping operations, and leave management for the agency. The Director provides leadership to staff while personally executing complex payroll and timekeeping functions, ensuring compliance with all applicable laws, regulations, and citywide policies; and a commitment to accurate and timely processing and inquiry resolution.

Requirements

  • INTERNAL EMPLOYEES ONLY: This position is open only to the current employees of the Office of the New York City Comptroller who are currently serving in a permanent Civil Service title of either Administrative Manager, or Administrative Staff Analyst.

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Oversee Payroll & Timekeeping Operations: Lead all payroll and timekeeping functions; streamline workflows, maintain quality controls, and ensure consistent compliance.
  • Lead Staff & Manage Daily Workflows: Provide clear direction to unit staff, communicate updates, coach on best practices, and ensure daily operations in Payroll Compensation & Timekeeping Compliance are accurate and timely.
  • Review & Validate Payroll Reports: Examine key payroll reports (160, 161, 700, 320); verify retro triggers, one-time payments, deductions, and supplemental requests for accuracy.
  • Conduct Audits & Prepare Analytical Reports: Perform audits and produce detailed reports using CityTime, CHRMS, PMS, and PI to support compliance and operational decision-making.
  • Oversee Special Leave Requests: Manage all special leave categories (Sick, FMLA, PFL, PPL, Child Care, Personal Leave, Workers’ Compensation, Military) in alignment with policies and regulations.
  • Ensure Policy & Regulatory Compliance: Implement directives from DCAS, OPA, the Comptroller’s Office, and Labor Relations to ensure proper employee payment processing.
  • Manage Managerial Lump Sum Payments: Prepare, validate, and submit managerial lump sum packages; oversee approval workflow and ensure accurate, timely payments for separating managers.
  • Serve as Agency Liaison for Payroll & Time/Leave Matters: Represent the agency in communications with FISA-OPA and OLR to resolve payroll issues and ensure adherence to citywide standards.
  • Provide Customer Service & Issue Resolution: Deliver responsive support to employees; investigate payroll/timekeeping discrepancies and resolve issues quickly and accurately.
  • Administer Motor Vehicle & Parking Fringe Benefits: Ensure correct processing, documentation, and reporting of Motor Vehicle and Parking Fringe Benefit transactions to FISA-OPA.
  • Lead Special Projects: Manage and support special projects related to payroll, timekeeping, and Employment Services, including workflow improvements, system enhancements, and policy implementation, and perform other related assignments and special projects as required.
