About The Position

The Department of Motor Vehicles (DMV) is responsible for the drivers licensing of the citizens of the State of Illinois for regular as well as CDL licenses, REAL ID licenses, State Identification cards, the licensure and registration of all vehicles used by residents of the State of Illinois, the transfer of vehicle titles, and issuance of license plates. The Director oversees the operations of over 130 facilities statewide and approximately 2,800 employees, which include but are not limited to the Springfield and Chicago Flagship locations, the DMV+ locations, CDL Facilities and One Stop Shop Locations. Requirements

  • Requires Bachelor’s degree
  • Ten (10) plus years’ experience as a CEO or administrator for a company, large scale organization, or agency head, with experience in the public sector preferred
  • Four years (4) experience in managing a large multi-faceted operation, with experience in operations or functionality of a regulatory body, customer service organization, or large-scale business
  • Applicants must be lawfully authorized to work in the United States.

Nice To Haves

  • Experience with DMV operations is preferred but not required.

Responsibilities

  • Directs, plans, organizes and evaluates through subordinate management personnel, the activities of the Department, providing: Strategic leadership of a large, multi-agency state department, balancing operational delivery with transformation goals.
  • Modernization and reform of outdated systems, including addressing wait times, technology glitches, and customer service issues
  • Develops, formulates, and implements policies and procedures to meet the mission of the Department as well as comply with state and federal requirements such as REAL ID, CDL and Motor Voter.
  • Budget oversight and resource allocation to meet service demands while managing fiscal constraints, maintaining fiscal accountability and working within budget constraints and staff allocation.
  • Workforce leadership, managing a large public service workforce and ensuring operational efficiency, implementing training protocols for the cross training of department staff officewide.
  • Public trust and reputation management, improving customer experience and addressing public criticism of the DMV.
  • Interagency coordination, working with other state and federal entities to meet legal and regulatory obligations.
  • Performs other duties as required or assigned.
