About The Position

The Hume Center, a federally certified Community Mental Health Center (CMHC) founded in 1993, provides comprehensive behavioral health services through 20 programs across five clinics, several School Based satellite clinics, and community offices in Alameda and Contra Costa counties. Our mission is to promote psychological well-being, especially among the under- and un-served, through enabling consultation, multicultural competency, and an unwavering commitment to growth, healing, and human potential. This role involves providing exceptional leadership and oversight of the Center’s clinical services to adults and older adults, ensuring adherence to the highest standards of care, ethical practices, and compliance with national regulations, laws, and state licensing board requirements. The position is responsible for maintaining the agency procedural manual for clinical services, contributing expertise and training in a specific area of clinical practice, and fostering a supportive work environment. Key duties include implementing clinical policies, providing clinical training and consultation, supervising Community Clinical Program Directors and Clinical Directors, and performing direct clinical services to maintain clinical skills.

Requirements

  • Doctorate degree in Clinical Psychology, or related field
  • Licensed as a Psychologist in the State of California
  • Eight years of clinical experience providing psychological services required.
  • Four years of clinical supervision experience required.
  • Demonstrate flexibility to handle organizational needs.
  • Must be willing to work full-time, minimum 40 hours/week, and be present at The Hume Center five days a week.
  • Must be willing to work some evenings and weekends when needed.
  • Demonstrate primary professional commitment and knowledge for representation of The Hume Center.
  • Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), and Electronic Health Records (EHR).
  • Possess a valid California Driver’s license.
  • Must be willing to use your own vehicle and valid car insurance for work related travel.
  • This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties at times.
  • Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
  • Familiar with and/or able to work within the Family Partner and Consumer Empowerment shift.
  • A history of maintaining confidentiality and discretion in all professional relationships
  • Ability to pass pre-employment background check, Physical, and TB clearance

Nice To Haves

Responsibilities

  • Supervise Community Clinical Program Directors (CCPD), Clinical Directors and Clinical Supervisors and enable them to provide clinical leadership to their clinic and/or programs.
  • Ensure CCPDs conduct initial outreach and engagement with referral sources and maintain those relationships.
  • Collaborate with managing operations supervisor regarding clinical specific sections in performance reviews.
  • Collaborate with the DO and/or DCPO regarding interviews and clinically supervise a team of service providers.
  • Collaborate with the DO and DCPO regarding referrals, considering clinical aspects and appropriate provider assignments.
  • Ensure up-to-date Incident to and Supervisor Coverage staffing plans across programs and clinical leadership coverage.
  • Collaborate with the Operations Team on WSAs, SMART goals, Monthly direct Service reports, and Time offs.
  • Develop professional Position Impact Results Framework (PIRF) and coach direct reports to incorporate its core tenets.
  • Collaborate and/or consult with 3rd parties in client cases regarding service fit, access, and linkage for non-routine inquiries.
  • Identify community resources and establish collaborative relationships with community liaisons.
  • Maintain knowledge of new and updated requirements for contracts, funding sources, and Behavioral Health regulations and procedures.
  • Develop, deliver, and evaluate community mental health program services.
  • Provide community mental health consultation and manage Hume’s grievance process.
  • Develop and maintain program missions in line with The Hume Center’s mission and contract expectations.

  • Actively participate at the senior Clinical Initiatives Leadership team (SCILT) meetings.
  • Collaborate with relevant Operations’ department leaders/staff regarding clinic administrative sections for clinical procedures.
  • Maintain knowledge of new initiatives/legislations/research and changes therein.
  • Maintain knowledge of new and updated requirements of all relevant professional National, State and County regulations, procedures and forms.
  • Participate in professional community, county, state and federal advisory, policy making, planning, and/or membership forums.
  • Ensure consistency of clinical practices and training within a Community Mental Health Center setting.
  • Develop and maintain behavioral health services in line with The Hume Center’s mission and the teachings of the Community Behavioral Health Training Center.
  • Provide consultation as needed to other service providers in the agency.
  • Complete required Continuing Professional Development to ensure active and positive professional practice license status.
  • Ensure quality assurance of training consultation to behavioral health professionals to the highest standards of practice.

  • Participate in Professional Leadership, relevant Management and Operations, Training Consultants, and Management Team meetings, as needed.
  • Collaborate with the Operations team in the smooth running of the programs/clinics.
  • Participate in recruitment and utilization of staff (employee, trainees and specialty professional independent contractors).
  • Maintain knowledge of new and updated requirements of all relevant professional State Board regulations, procedures and forms.
  • Complete required continuing education units to ensure active and positive professional practice license status.
  • Ensure review and completion of relevant information and forms related to professional State Board requirements with assigned supervisees.
  • Coordinate training and orientation of staff, including service providers assigned to a program of oversight.
  • Complete performance reviews of staff.
  • Identify professional/staff needs and develop and implement a professional/staff development plan.
  • Review and sign service providers’ case records, including intakes, clinical progress notes, discharge summaries as assigned.

  • Complete case records thoroughly.
  • Implement mental health assessments to determine treatment plans and treatment team membership.
  • Perform crisis intervention, assessing risk for self harm, and taking appropriate clinical action.
  • Participate in program development, implementation and evaluation.
