About The Position

Provide exceptional leadership and oversight of the Center’s clinical services to adults and older adults according to the highest level of care, ethical and professional standards, as well as meeting national regulations and laws and state licensing board requirements. Maintain agency procedural manual for clinical services for adults and older adults in compliance with local, state, and federal regulations. Responsible for an area of clinical practice in accordance with the organization’s mission, goals and objectives and provides expertise and training in that area. Help to create a supportive work environment, which enables staff so that they can learn to enable their clients and their families. Responsible for implementation of clinical policies and practice. Provides clinical training, facilitation, and consultation to clinicians and supervises Community Clinical Program Directors and Clinical Directors. Performing direct clinical services for the purposes of maintaining clinical skills and participation as a member of the clinical team.

Requirements

  • Doctorate degree in Clinical Psychology, or related field
  • Licensed as a Psychologist in the State of California
  • Eight years of clinical experience providing psychological services required.
  • Four years of clinical supervision experience required.
  • Demonstrate flexibility to handle organizational needs.
  • Must be willing to work full-time, minimum 40 hours/week, and be present at The Hume Center five days a week.
  • Must be willing to work some evenings and weekends when needed.
  • Demonstrate primary professional commitment and knowledge for representation of The Hume Center.
  • Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), and Electronic Health Records (EHR).
  • Possess a valid California Driver’s license.
  • Must be willing to use your own vehicle and valid car insurance for work related travel.
  • This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties at times.
  • Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
  • Familiar with and/or able to work within the Family Partner and Consumer Empowerment shift.
  • A history of maintaining confidentiality and discretion in all professional relationships.
  • Ability to pass pre-employment background check, Physical, and TB clearance.

Responsibilities

  • Supervise Community Clinical Program Directors (CCPD), Clinical Directors and Clinical Supervisors and enable them to provide clinical leadership to their clinic and/or programs.
  • Ensure the CCPDs conduct initial outreach and engagement with referral sources and maintain those relationships, including with county service directors and other sources.
  • Collaborate with the managing operations supervisor regarding the clinical specific sections in performance reviews.
  • Collaborate with the DO and/or DCPO regarding interviews and clinically supervise a team of service providers.
  • Collaborates with the DO and DCPO regarding referrals. Management of referrals is the responsibility of the DO and DCPO, yet the CCPD should collaborate with the DO and DCPO regarding clinical considerations and appropriate providers to assign.
  • Responsible for ensuring an up to date Incident to and Supervisor Coverage staffing plans across programs and clinical leadership coverage.
  • Collaborate with the Operations Team - WSAs, SMART goals, Monthly direct Service reports, Time offs.
  • Development professional Position Impact Results Framework (PIRF) and collaborate with Operations team in coaching direct reports to incorporate the core tenets of the PIRF in their professional development.
  • Collaborate and/or consult with 3rd parties in client cases related to appropriate fit for services, access and linkage to receiving services for non-routine inquiries.
  • Identify community resources and establish effective collaborative relationships with liaisons in the community, including, but not limited to email, phone, in-person outreach and consultation, and community event attendance.
  • Knowledge of new and updated requirements for contracts and funding sources.
  • Knowledge of new and updated requirements for Behavioral Health regulations and procedures.
  • Knowledge and practice in developing, delivering and evaluating community mental health program services.

  • Collaborate with relevant Operations’ department leaders/staff regarding clinic administrative sections for clinical procedures, as needed.
  • Knowledge of new initiatives/legislations/research and changes in initiatives/legislations/research. Knowledge of new and updated requirements of all relevant professional National, State and County regulations, procedures and forms.
  • Participates in professional community, county, state and federal advisory, policy making, planning, and/or membership forums to help shape the clinical vision and service delivery within of mental health profession.
  • Ensure consistency of clinical practices and training within a Community Mental Health Center setting.
  • Develop and maintain behavioral health services in line with The Hume Center’s mission and the teachings of the Community Behavioral Health Training Center.
  • Provide consultation as needed to other service providers in the agency.
  • Complete required Continuing Professional Development to ensure active and positive professional practice license status.
  • Quality Assurance of training consultation to behavioral health professionals to the highest standards of practice, including increasing our trainees’ competence in working with multicultural and underserved clients in a community behavioral health atmosphere.
  • Ensure oversight of the delivery of quality training to participants over the course of the training contract period such that the trainee’s desired learning outcomes (mutually developed by parties involved) are achieved.
  • Ensure that the Center’s clinical supervision and training practices are aligned with Hume Center’s mission and the integration of foundational approaches and practices of Community Mental health and primary Behavioral health Clinician models among Community Behavioral Health service providers including the specialty of our multi-disciplinary behavioral health consultation forums in each of our numerous programs.
  • Ensure quality assurance of clinical records, authorization, and documentation of activities as required by agency, funding source, contract requirements, and local, state, and federal regulations.
  • Participate in Professional Leadership, relevant Management and Operations, Training Consultants (clinical leadership) and Management Team meetings, as needed.
  • Collaborate with the Operations team in the smooth running of the programs/clinics.
  • Participate in recruitment and utilization of staff (employee, trainees and specialty professional independent contractors).
  • Knowledge of new and updated requirements of all relevant professional State Board regulations, procedures and forms.
  • Complete required continuing education units to ensure active and positive professional practice license status.
  • Ensure review and completion of relevant information and forms related to professional State Board requirements with assigned supervisees.
  • Coordinating training and orientation of staff, including but not limited to service providers assigned to a program of oversight).
  • Complete performance review of staff. Identify professional/staff needs and develop and implement a professional/staff development plan.
  • Review and sign service providers’ case records, including intakes, clinical progress notes, discharge summaries as assigned.
  • Meet with the assigned Supervisor on a weekly basis for individual supervision.
  • Participate in assign team meetings.

  • Provide direct services in a service program.
  • Conducting intake sessions, individual therapy, group therapy, and discharge/transfer summaries. Completing case records thoroughly.
  • Implementing mental health assessments to determine treatment plans and treatment team membership.
  • Crisis intervention, assessing risk for self harm, and taking appropriate clinical action.
  • Participate in program development, implementation and evaluation.
  • Participate in clinical case consultation.
  • Fulfill additional clinical responsibilities as needed.
