About The Position

This position provides leadership for the continual improvement of Northshore’s P-22 education programs in relation to discipline, student rights and responsibilities, waivers, 504 coordination, Foster Care, Truancy, McKinney Vento, Nursing and Health Services, and related legal and policy compliance in alignment with the District’s Strategic Plan.

Requirements

• Washington State Program Administrator or Washington State Administrator Certification required.
• Bachelor’s Degree obtained.
• Minimum five years of administrative experience in a complex educational organization.
• Demonstrated successful building-level administrator experience preferred in relation to Student Services related responsibilities.
• Knowledge of the principles and practices of discipline laws, policies, and procedures.
• Skill in problem solving and conflict resolution.
• Demonstrated skill in oral and written communications with staff, families, the Board of Directors, and community groups.
• Knowledge of current best practices related to threat assessments involving complex, multi-site organizations.
• Demonstrated skill in effective decision-making.
• Demonstrated skill in efficient communication and the ability to meet deadlines.
• Skill in detecting errors and verifying data.
• Ability to provide leadership and expertise in managing a variety of programs and District functions.

Responsibilities

• Coordinates and provides leadership for the District’s disciplinary policies, procedures, forms, and appeal process.
• Serves as the District’s Hearing Officer for Waivers and for Discipline.
• Serves as the District Harassment, Intimidation, and Bullying (HIB) Compliance Officer.
• Facilitates and manages the District’s Crisis Response Team, including making the decision about when to activate; membership of the team; duration of time that the team and services are activated; following established responsibilities; and communication with team members, district personnel, and school personnel.
• Serves as the District’s 504 Coordinator. Responds to inquiries, develops reports, and monitors compliance with Section 504 requirements.
• Coordinates training for building-level Section 504 designees, collects data and prepares reports as required.
• Serves as liaison between the school building and other district staff regarding Section 504 issues.
• Determines appropriate accommodations.
• Collaborates with the Executive Directors of Schools as an additional layer of support to Counselors, especially as it relates to 504s, discipline, and attendance.
• Supports school administrators with threat assessments and provides training to staff on how to respond if threats occur in their building.
• Supervises the District’s Student Services Specialist, Nursing and Health Services Supervisor, and Truancy Specialist.
• Leads the annual review of the Student Rights and Responsibilities Handbook, assembles and facilitates the annual Rights and Responsibilities Committee to identify recommendation changes (see CBA language), presents recommendations to Executive Cabinet, and ensures that the Handbook annually gets sent to all families for their review and signature in a language accessible and timely manner.
• Maintains oversight of the District’s waiver processes, timelines, communication to schools and families, forms, and appeals.
• Participates as a member of Operations Cabinet and Instructional Cabinet.
• Collaborates with District staff and departments to implement district-wide and site-based initiatives based on research-based strategies.
• Analyzes effectiveness of initiatives to create a culturally responsive and inclusive environment for the whole child and set high expectations for students to achieve and thrive.
• Engages in systems leadership practices that identify gaps and barriers related to Student Services topics, and that design and finetune structures that actively work to eliminate them.
• Engages in systems leadership practices that collect and analyze student discipline data; identify any areas of disproportionality; develop strategies for reducing disproportionalities through co-design and shared decision-making with staff, students, and families; and present data and strategy updates to executive leadership through the lens of racial and educational justice and in alignment with MTSS implementation.
• Collaborates with the Assistant Director of REJ and Whole Child MTSS on the implementation of Positive Behavioral Intervention and Supports (PBIS) structures, restorative practices, and trauma-informed practices through the lens of racial and educational justice and in alignment with MTSS implementation.
• Provides leadership and coordination of District grants and programs to address attendance barriers to learning.
• Maintains current knowledge of laws, rules, regulations, legislation, Board policies, and district procedures governing Student Services programs.
• Recommends policy and procedure changes as necessary.
• Interface with school district attorneys as needed and with supervisor permission.
• Directs the establishment and maintenance of a range of files, records, processes, flowcharts, external district webpages, and the internal Staff Toolbox.
• Answers administrator and staff questions concerning Student Services programs, structures, policies, procedures, and flowcharts.
• Attends district level meetings as a participant, advisor, and/or facilitator; provides advice and counsel with Student Services related topics.
• Answers families’ questions regarding attendance, discipline, and waivers, and assists with problem-solving alongside schools when conflicts arise or when necessary.
• Coordinates with outside organizations and district personnel on before and after school program services and sites.
• Manage the Student Services budget, engage in budget planning, and work with the Budget Department as needed.
• Performs other related duties as assigned.
