About The Position

Loft Federal is seeking a Director of Security/FSO (Facility Security Officer) to join their team in Arvada, Colorado. This role involves leading and directing security measures in collaboration with the Defense Counterintelligence Security Agency (DCSA) to implement the National Industrial Security Program Operating Manual (NISPOM) and ensure compliance with Foreign, Ownership, Control or Influence (FOCI) mitigation measures. The Director of Security will be the primary point of contact for all industrial security concerns, providing expert guidance to management and staff. Responsibilities include maintaining compliance with Department of Defense (DoD) and Intelligence Community (IC) security policies, overseeing personnel and physical security programs, and managing personnel clearances. The position also involves developing and implementing security requirements for facilities and infrastructure, creating a security education program, establishing Standard Practice Procedures, Emergency Action Plans, Program Protection plans, and Security Processes for classified information and controlled unclassified information. The role requires tracking classified contracts, managing a self-inspection program, overseeing facility badging and security controls, collaborating with Program Execution and Business Development teams, fulfilling COMSEC Custodian duties, and managing security budgets. The ideal candidate will demonstrate enthusiasm for the Space Community and engaging with government customers across various security classification levels.

Requirements

  • US Citizenship and a current active DoD Top Secret Clearance with an investigation in the last 6 years.
  • Bachelor's Degree and 15+ years of direct experience supporting DoD and IC programs.
  • Thorough understanding of Department of Defense (DoD) Collateral, DoD Special Access Program (SAP), and Intelligence Community (IC) requirements. Including but not limited to DoD and IC Security manuals, and processes, such as NISPOM, ISLs, ICDs, OPSEC Principles, Industrial experience with COMSEC requirements.
  • Working knowledge of all industrial security program functions including Physical Security, Personnel Security, System Security, OPSEC, program protection, Insider Threat, and Counterintelligence.
  • Experience and understanding Foreign Ownership Control and Influence (FOCI)
  • Extensive experience working with the Defense Counterintelligence Security Agency (DCSA)
  • Hands on experience with USG systems such as DISS, NISS, NBIS, and SWFT
  • Experience working with CUI, Collateral, SCI, and Special Access Programs.
  • Facility Security Officer and Insider Threat Program Senior Official certifications.
  • Proficiency in oral and written communication.
  • Strong organizational skills, ability to prioritize tasks, and work effectively in a team environment.

Nice To Haves

  • Familiarity with ISSM duties and requirements.
  • COMSEC custodian certification.
  • Experience and direct participation with government/industry security organizations (ISWG, NDIA, AIA, NCMS, etc.).
  • Thorough understanding of military employment of operational and intelligence resources.
  • Certified Counter-Insider Threat Professional Fundamentals (CCITP-F), and other similar certifications.

Responsibilities

  • Provide and protect Security, Information Technology, Facilities, Supply Chain Management, and other critical assets and services for the Loft Federal team.
  • Be the Subject Matter Expert and advisor on security and counterintelligence to the Loft Federal Leadership Team and the Loft Federal Board of Directors.
  • Serve as the FSO and Insider Threat Program Official.
  • Manage day to day security program.
  • Oversee FOCI compliance.
  • Develop and implement security requirements for secure payload processing and operations facilities, teams, and program infrastructure.
  • Create and execute a comprehensive security education program to ensure personnel are well-trained on all required security topics.
  • Establish and implement Standard Practice Procedures, Emergency Action Plans, Program Protection plans, and Security Processes, including guidance for classified efforts, Controlled Unclassified Information, and Proprietary materials.
  • Track classified contracts and sub-contract activities to ensure compliance with DD-254’s.
  • Manage a self-inspection program to meet DCSA requirements and oversee facility badging system, security controls, and access procedures.
  • Collaborate with the Program Execution and Business Development teams as needed.
  • Fulfill COMSEC Custodian duties, responsible for the protection and accountability of Collateral COMSEC material.
  • Demonstrate enthusiasm for working in the Space Community and engaging with government customers across various security classification levels.
  • Efficiently manage Security budgets, including indirect budget and capital expense requirements.
