About The Position

The Director of School Safety and Threat Management will oversee, supervise, and effectively manage all matters related to school safety and threat management for the Duval County School District. This position is responsible for administrative work related to Florida's School Safety Requirements and Threat Management rules. The role ensures that assigned personnel provide high-quality and ethical services to the staff, students, and parents of the District.

Requirements

  • Bachelor’s Degree from an accredited college or university required.
  • Minimum Five (5) years of supervisory experience.
  • Minimum Five (5) years of law enforcement, threat management, and/or school safety experience in a K-12 environment.
  • Knowledge of modern school police administration concepts, functions, principles, practices, and procedures.
  • Knowledge of local, state, and federal laws and case decisions related to school security including Florida rule 6A-1.0017 SESIR, Florida rule 6A-1.0018 School Safety Requirements and Monitoring, Florida rule 6A-1.0019 Threat Management.
  • Knowledge of the laws and safety recommendations from the Marjory Stoneman Douglas High School Safety Act.
  • Knowledge of processes for ensuring school districts are following school safety procedures and processes.
  • Knowledge of complex research and reporting methods.
  • Knowledge of latest trends and strategies relating to school safety and public safety.
  • Strong coaching, mentoring, and leadership skills.
  • Strong analytical skills.
  • Strong creative problem-solving skills.
  • Strong oral, written, and interpersonal communication skills.
  • Strong knowledge of current electronic communication and analytical programs, i.e., word processing, spreadsheets, presentations, and database software skills.
  • Ability to apply effective human relations techniques, especially in adversarial or confrontational situations.
  • Ability to speak to large crowds, community groups and stakeholders.
  • Ability to interpret Florida State Statutes, Federal Laws and District Policies and procedures.
  • Ability to exercise sound judgment quickly and calmly in emergencies.
  • Ability to recognize trends and problems in the field of school police safety.
  • Ability to develop and deliver clear and effective public responses and presentations.
  • Ability to write clear, concise, and comprehensive reports.
  • Ability to establish and maintain effective, service-oriented, employee and citizen relations.
  • Ability to work in a deadline driven and stressful work environment, with frequent interruptions.

Nice To Haves

  • School Safety Specialist Certification and Florida Model Threat Assessment Instructor and Trainer Certification preferred.
  • Certification for School Safety Specialist and Florida Model Threat Assessment Instructor and Trainer Certification required within (1) year of employment.

Responsibilities

  • Coordinates the development of reunification plans for individual schools and for the District.
  • Oversees the weapon detections systems (e.g., Evolv, OpenGate) in schools to include training of staff, policy, and procedures.
  • Writes and implements memoranda of understandings, mutual aid agreements and other partnership agreements.
  • Designs, implements, directs, and maintains school-based security strategies, school security programs and policies standard operating procedures.
  • Identifies and applies for grants and other related funding for various programs in support of the school district as it applies to safety and threat management.
  • Creates and manages training programs that enables the school safety and threat management personnel to meet and/or exceed Florida State standards.
  • Oversees and maintains the Florida Safe Schools Assessment Program.
  • Performs other duties as assigned.
